You only need one knee pad to shoot when you are crouched, although I can understand the risk of injury is higher without one of them (not much tho). Regarding elbow pads, most soldiers avoid them as the elbow is very rarely injured, and they are a real constraint to a soldier's mobility and can affect their shooting. This is why you rarely see western soldiers with elbow pads, as they have had to deal with them, and found them too cumbersome to use.

I think this issue should be left to the individual soldier to decide, but previous experienced troops have said they are not worth it.
The real problem is that the new uniform have inner knee/elbow pads pockets design, so it wouldn't need to wear external knee/elbow pads.

So the main issue would be why they didn't issue the inner knee/elbow pads along with the other equipment.

Same reason why we still see troops using the old rifles. They simply didn't produce enough yet to disperse around. That's why you see some units having a mix match of stuff.

Wow! That is some Tom Clancy type gear! Is this gonna be mass-produced for all the basic troops?
The kit as demonstrated in 2019 parade is probably the 1st iteration that reach general service, but as such thing always be, for full-scale standard issue there perhaps be a few more iterations later, that they first have to sort out battery and other practical issues concerning wearable tech.

But you are right about "Tom Clancy type gear" though, we're finally getting there, but it will take some time.
