Rocket engines are actually easier to develop than aerospace engines because they are one-time used.
Maybe their first step is to stop the brain drain. I notice that there‘s a lot of Indians who are genuinely passionate about engineering here in the EU as opposed to say Indonesia where young people gravitate towards finance and „easy jobs“. India should focus on building at least one liveable city so that people can feel like staying and a lot of problems would sort themselves out. Even their $10,000 GDP per capita cities look straight out of 5th world but this is another topic.

I don‘t understand how India has an acanced space program but fail miserably at military aerospace.
Just FYI,a few years ago the indians have publicly stated that their ISRO/space program was well ahead of the Chinese space program and surprise....along the top 3 with USA and Russia,-this deluded empty boasting is indeed baked into their DNA-an amazing psychological study.Personally I don't care that they chest-beat and boast but why mention and smear China in every breath?

Domestic public perceptions are manufactured on these lines of opposition. If reality is not meeting those perceptions, then propaganda fairytales must do the job or government will lose votes. It appears, fortunately for Indian governments, that the domestic public is naive enough to believe in fairytales.

Damn, you're right. Some people in India really did boasted in 2021 about the Indian space program being more advanced than China's.

"The Indian Space Program and the research conducted by ISRO is much more advanced than the Chinese space agencies as we have indigenously developed the technology and have not been dependent on other countries," said Padma Prof. RM Vasagam, veteran Space Scientist and Project Director of APPLE.
Dr. Mylswamy Annadurai said, "India's space program is doing well and there are various areas such as Remote Sensing, Space Exploration where India is doing much more than China. He further added that, "In the Mars Mission also India succeeded in its first attempt itself in comparison to China. The only difference between India and China Space Programs is the budget allocation and also number of professionals working in the respective countries. In India, only 18000 people are working in the space program as compared to more than 2 Lac in China."
So Indian Profs and Drs really believed that India is more advanced than China in space. Good for them. Jai Hind!

Yes, that was in a year where they had only two launches to China's workd leading 55.

People would think that India is a seriously delusional country.

Yes, but this is also their national strategy. This is how India plan to present themselves as a global power by insisting on comparisons with China but willfully ignoring actual numbers as evidence.

ISRO being on top with two launches (one of which failed) is the same as India's imported and dilapidated air force being ahead of China's. This is an orchestrated propaganda strategy not only delusion.

Well obviously the Chinese are getting all their success from the joint ventures and can't forget the Transfer of Technology with the Romulan Empire (an TOS ST analogue of China by the then 1960's geopolitical world by Rodddenberry) and therefore not attributable to Chinese hard-work,planning,discipline etc-indians are just plain nuts-and not the internet shitposters-all.

There is ToT like China's SU-27SK deal and then there's subcontracting "ToT" like the SU-30MKI.

India basically built a contract stipulated number of Flankers with some increasing percentage of local parts over the years. Whatever technology transfer they got did not show up outside the MKI contract.

For China, the ToT impact is obvious. We see all-Chinese Flankers with a traceable path from J-11 to J-11A to J-11B to J-16 to J-16D. J-15 (with input from T-10K) to J-15T to J-15D.

Maybe the Indians simply don't have the industrial base to make use of the ToT but not having a J-11B or J-16 equivalent is pretty damning evidence that their ToT is probably mainly subcontracting work screwing together parts from Russia.
