India and Russia are set to sign a pact for quick delivery of spare parts for the Su 30 MKI fleet that would ensure that the aircraft is available for more combat missions - a key focus area for Defence Minister Manohar Parrikar who has working on reducing the amount of time frontline fighters are grounded due to technical issues.

The long term spares agreement will provide for an express process for the delivery of spares for the fleet for the next five years. Unlike in the past where each spare part had to be ordered separately with a lengthy process involving license, customs clearance and bank guarantees, the contract will ensure that spare parts start getting manufactured within a month of the air force raising a requirement.

"A delegation from the Indian defence ministry is expected in the second half of December and we hope to have a positive decision and sign the contract at the soonest," Valery V Chishchevoy, Marketing Director of Sukhoi told ET.


Chishchevoy said that the main purpose of the new agreement is to increase the reliability and availability of the Su 30 fleet to 60 percent and higher. The availability rate is the number of aircraft in the entire fleet that are available for combat missions at any given time.

Defence Minister Parrikar has told ET in the past that his aim is to increase this availability rate to 65 percent and above so that the available resources of the air force are used optimally. The Su 30 MKI fleet is the cutting edge of the airforce and would be it largest in terms of numbers of a modern fighter jet.


There is a possibility that the availability of the fleet could touch the magical figure of 75 percent. Chishchevoy said that the Russian proposal ten years ago when the fleet was young was to appoint Sukhoi as the single supplier responsible for the serviceability of the fleet and 75 percent would be `guaranteed'.

"Under the new contract, after the receipt of a request from the Indian air force, the spare part wil be delivered to the air force warehouse within 4-12 months, depending on the time it takes to manufacture the part. As of now, 12 months are required for just to start the production, this will reduce to 30 days," Viacheslav Yu Lozan, After Sale Center Director, Sukhoi said.

Indian Prime Minister Narendra Modi and French President Francois Hollande agreed to supply the Indian Air Force with 36 French-built Rafale multirole fighters in April. Initially India planned to buy 126 Rafale jets to modernize its air force.
"We are looking forward to receiving the Rafales. Apart from this, there are other aircraft we are looking at. We will also be getting more Su-30MKIs. An order has also been placed for 120 Tejas Mk-IIs. There are many plans and things will change in the next 10-12 years," Raha said on Sunday, as quoted by The Economic Times.

He added that the need for new fighters stems from the upcoming retirement of the country's Mig-27 ML fighter jets that have not been upgraded in recent years.

India is planning to form several additional fighter squadrons in the near future.

With Russia keen on joint development and manufacturing of aerospace and military systems in India, a large business delegation is likely to accompany PM Narendra Modi when he travels to Moscow on December 24.

The CEOs delegation would include most Indian players keen on the aerospace and defence sectors, including Tata, Mahindra Reliance and the Gurgaon based Sun Group.

. Russia needs India as a major trade and economic partner, Deputy PM DmitDmitry Rogozin told TASS after his last week's visit to India to prepare for Modi's trip.

"In conditions of sectoral sanctions, which have been imposed on Russia, we still need a big partner that can fill the vacuum that appeared after our retaliatory measures," Rogozin said. In a boost for India, the inaugural run of the core of 25 kN indigenous Aero Engine (Hindustan Turbo Fan Engine - HTFE 25) was successfully completed in the presence of Defence Minister Manohar Parrikar at HAL's Engine Division on Monday.

Also known as the Hindustan Turbo Fan Engine (HTFE-25), it can be used for basic, intermediate and advanced trainer aircraft. The engine can also be used on business jets and five ton weight class aircraft in single engine configuration and on aircraft of up to nine ton weight class with twin engine configuration.

Parrikar also launched the design and development project of Hindustan Turbo Shaft Engine (HTSE-1200) which can be used for helicopters.

The HTSE-1200 can be used for helicopters of 3.5 ton class in the single engine configuration (e.g. LUH) and for 5 to 8 ton class in twin engine configuration (e.g. ALH, LCH). The engine develops a power of 1200 kW at sea level and can operate up to an altitude of 7 km. This project too is undertaken by HAL with its internal resources with an aim of d ..


omplimenting HAL for undertaking these projects, Parrikar said all out efforts should be made to achieve maximum in the aeronautical engineering with active participation of HAL and the private sector together. "The recent expansion of activities in the aerospace sector as seen in HAL and has potential to turn India into aerospace manufacturing hub. The country would need 4000 to 6000 helicopter engines in the coming years and efforts of HAL to in this direction needs to be appreciated,"

T Suvarna Raju, CMD of HAL said successful running of the 25 kN engine is one of the major mile-stones achieved by the company in its platinum jubilee year contributing to Make-in-India efforts of the government.

"Aero Engine Research & Design Centre (AERDC), HAL, Bengaluru had taken up the Design and Development of a 25 kN thrust class turbofan engine for basic military trainer aircraft. HAL used its internal resources with an aim of producing indigenously designed and developed aero engines in a time frame of six years beginning from 2013.
