680 thriving Chinese villages along Indian borders cause of concern, says expert

Gandhinagar, September 25

In a shocking revelation, the Advisory Board of the Global Counter Terrorism Council has said that China has built 680 'Xiaokang' (prosperous or thriving villages) along its border with India.

These villages are meant to lure the Indian villagers towards a better Chinese life, and are also supposed to serve as additional eyes and ears for Beijing.

"China has built around 680 Xiaokang, which they call as 'well off' villages on our borders with them, and Bhutan borders. These villages are inhabited by their people who come and live in and impress the local Indian population how well off they are with the Chinese government.

"These are intelligence operations, security operations from their side. They try to 'turn people anti-India'. So we are training our police personnel, regarding these attempts and sensitising them on how to counter their moves," Krishan Varma, a member of the Advisory Board to the Global Counter Terrorism Council told IANS.

Varma, a former special secretary with the Government of India (GoI), was at the Rashtriya Raksha University (RRU) in Gandhinagar on Friday in a programme marking the end of a 12-day specialised training programme for 16 probationary Deputy Superintendents of Arunachal Pradesh Police at RRU. He's also the Emeritus Resource Faculty, School of International Cooperation, Security and Strategic Languages with Media at RRU.

"So the RRU has designed a special tailor-made course for Arunachal Pradesh Police, so as to counter the Chinese attempts of infiltration. The RRU-designed programme is specific to the needs of the northeastern state and was created in consultation with Arunachal Pradesh DGP RP Upadhyaya, who had visited Gujarat two months ago," said Varma.

The RRU sessions trained the personnel not only in forensics and investigation techniques but also provided an introduction to the dark web, cybercrime and crime scene management, internet banking, fraud, fake news detection, and Chinese and internal security challenges for police officers in the northeast.

"They (Chinese) are very advanced in the field of technology, especially the internet and social media. They are using social networking sites to mislead the people of India, to spread false narratives. So we taught them these. The northeastern border areas are very sensitive and it's absolutely necessary for them to know about such attempts of subversion," added Varma.

"We are also teaching them Mandarin (Chinese language) as the persons infiltrating speak it. The university has designed a one-year course which gives a basic knowledge of the language. In future, the RRU has plans to come up with five-year course of Masters, where they'll understand their culture, history, needs, habits and policies," added Varma. IANS

How do you desynthesize the population or offer your own people a counter narrative that what they're seeing with their own eyes are not real, tangible, and life-changing? I mean, how sophisticated are their "counter-intelligence training" in terms of effectiveness in convincing their people that what they're looking at are effectively a mirage and because it's build by the "commies" and Chinese they're not supposed to be trusted and therefore whatever shitty living conditions the people living on the Indian border should be thankful and accepting of their reality?

An effective counter moves is to actually build up and improve the housing and living conditions of their people so they would not be enticed or piqued their curiosity thereby allowing their imaginations of the possibility that there's actual "HOPE" of living for an improved living and comfortable conditions. If the best the Indian government can do is to assume that they're people are gullible and naive enough to keep believing what they're being propagandized with -- that commies are bad, and China is out to destroy their lives -- rather than what they're seeing, hearing, and feeling on the ground then however effective their words maybe it's wholly insufficient not to mention smacks of hubris that their people wouldn't want to demand or even become convinced that China is not some monster they have been made out to be by the Indian government.

Singapore views free trade along the Malacca Straits as a matter of national survival.
That is because Singapore is a small and densely populated island city-state with no natural resources.

If India tries to blockade the Malacca Straits, Singapore will most definitely join China in reopening the Straits.

Malaysia and Indonesia face a similar calculation, although a Malacca Straits blockade is less critical to them.
But at a minimum, Malaysia and Indonesia will be supportive of Chinese efforts to reopen trade.

That also applies to Myanmar and Thailand, who will be less than pleased with India trying to blockade the Malacca Straits and Andaman Sea. Ditto for many other countries in the world.

As for China, China is the world's largest trading nation and relies on the oceans for critical imports and for its export machine.
As such, China is the biggest beneficiary of seaborne trade, and always wants cargo ships to continue sailing, no matter what happens.

Most merchant vessels and containers ships don't make single port call save that few feeder service.

They made multiple stops at different ports. A container ships sailing from Indian ocean would most likely stop at ports along Indian ocean, Malaysia, Singapore, HK, shanghai, Korea etc.

Every port they discharge and load thousands TEU of containers. There is simply no way for India to target China bound cargoes without affecting cargoes meant for other regional ports.

If India enforce blockage, the entire SEA and East Asia countries will be up in arms. In fact I dare say even European countries will be against it cause it will severely disrupt the global supply chain

This guy's answer is the best:
The answer is geography, policy and infrastructure. Many answers here have given you why India is bad at manufacturing BUT none of them really delves into WHY India is unable to develop a robust manufacturing industry.

Policies, like Make In India can change, infrastructure can be built, but Geography never changes, and this is the root cause why India never had and will probably never develop a robust manufacturing industry.

Let’s get an in-depth look into why Chinese geography makes it a manufacturing superpower, then compare it to India.
These are the top 25 manufacturing cities and city clusters in China.
...

ow you’re starting to get the idea why Geography is important.
If not, let me walk you through it.

1, Look at all the manufacturing centers in China, they are either coastal port cities or slightly inland cities that are close to a port, or they are port cities along a major water way.

Water based transport are the cheapest and most efficient form of transport, they connect your cities to the rest of the world via sea based trade.

2, Being part of a Super City Cluster is also important, because when you have a high concentration of people, you have more talent and more capital (money) to invest into the manufacturing industries.

Infrastructure such as access to rivers, ports, railways, highways links all the people, capital and goods with each other, creating an efficient supply chain.

Night time in China indicates that people are mostly concentrated in these super city clusters and along the navigable river networks.

An important point to note, these supercity clusters have historically been the population centers of China since the early 1200s AD. (Southern Song Dynasty).

India should have followed China's path when China pushed for industrialization in the 1990's and early 2000's. But India was too lackadaisical and did not feel the urgency as well as too proud and wanted to follow own's way, the India way. Mamohan's goverment did want to set up SEZs but instead of following China's example by establishing a few big ones like Shenzen, they instead tried to set-up many small ones all over the country but I think these were eventually scuttled by farmer's protest over land procurement issues and such. Also, India was much flattered by Western praises then that it was the first country to skip the industrialization stage and vaulting straight into the service industry stage (IT, software, call- centers) as service industries were considered then as a higher stage of development and more desirable as they are non-polluting, etc. Too late, they have realised they have chased the wrong emphasis.
