Hong Kong teen activist Tony Chung has been charged under a new national security law, just days after he was detained outside the US consulate.

I think it is naive to think there's no such think as economic "refugees". By far the migrants trying to get into the UK are economic "refugees". Like people from Syria trying to escape from war, they are refugees and they are seeking better opportunities for their families, so they are economics as well.
If you prefer to call them economic migrants, that's fair enough. But it still doesn't change who they are. They are still economic refugees. If they were asylum seekers, they would have seem asylum the minute they arrived at a "safe" country. But alas, no they go past a number of countries just so they can arrived at a country of their choice to better their lives.
Again it is extremely naive to think that the western nations would not offered "asylum to people who has contact with their families and getting financial support from their families. Western nations have shown time and again quite willing to offer asylum status to "political" refugees if it has high propaganda value. And anything against big bad commies like China is a high enough value to give asylum to those seeking it with or without financial and family support.
