They already do. There are 3 rocket startups in Germany and the Polaris spaceplane project.
Bundeswehr already operates some satcom sattelites and spy sattelites. One web is not a military system.

Sure but neither is StarLink a military system.
Without a reusable launcher you won't get the viable economics to put in place a large satellite constellation. And the military alone cannot afford such a system. It needs to be dual use civilian-military.
This will be a dual communication/earth observation constellation. When build Germany will have atleast the third best earth observation capability in the world. It also will help to elevate Germany to the most important space nation in Europe before France.

The only part of this that doesn't suggest it's a gigantic waste of money is that the Germans have at least identified that their biggest problem is the lack of munitions.
Also their Armored fleet is in poor shape. The NVA (East German Army) is more combat ready than the bundeswher because all of their armoured fleet is in working condition.

I actually think they are buying all these ammo to then supply it to Ukraine. The acquisition budget seems designed entirely for ground warfare which is unlikely to happen in Germany. Its just an excuse to buy more stuff and then resupply to Ukraine.
