I don't think it's incorporating the body frame into three different roles for the aircraft that are costly, but the two type of engines that incorporate it for all three variants of it. Some state representative don't want to cut the second engine program, due to their constituate concern for job security for the companies that made those.

the F136 is dead, GE and RR put an end to it themselves

i think the F-35 will become a textbook example for future military aircraft project, do not mix conventional, STOVL, CTOL aircraft design in one airframe

F-35 even hoped to replace F-15s and A-10s

I believe it will end up being a success, despite the difficulties...and a big one.

All three variants are already flying. Ultimately they will all be produced in good numbers for the US...and other nations will buy the variants that make since to them, some nations buying more than one type.

I believe Brazil certainly will go with France on the carrier design in all likelihddo...though I wouldn't rule out a possibility for Spain's Juan Carlos.

I also believe they may consider other aircraft besides the Rafael. But time will tell.

Inida has alread expressed interest in the F-35, in addition to current discussions on the F-18 Super Hornet. Time will tell there too. They certainly will have Mig-29Ks, but are thinking of other possibilities for their future CATOBAR carrier.

F-35 project's total scale of investment have grown so big it becomes "too big to fail", because if it's shelved the impact would be massive, as so many nations banked their next-gen fighter onto it.

Is the biggest delay to the F-35 project still with the B variant? Could they let the "A" and "C" variants advance ahead first to fulfill the bulk of the demand?

Well, look at it this way. It's three new types of planes for the price of ONE. Now that's pretty good spending IMO.

How healthy is the world’s biggest defense program? Secretary Panetta himself plans to head down Naval Air Station Patuxent River, Md., for his first in-person encounter with the jet and the people who make it possible, DoD announced Wednesday. We just don’t know exactly when that’s going to happen.

Unless there is something common/inter-related to all three planes than needs to be settled before production can began.

The Air Force variety...which is the base line, is already being built for production and will be the first out to other countries for actual service.

The B model is the STOVL model with the various intakes and variable geometry engine and represents the biggest technical challenge...but they have built 8 or so of those and they are flying and being tested aboard ships now and doing fine. The biggest concern is long term structual fatigue issue that may arise as a result of the different stress.

The C version is the Navy version and has a strengthened undercarriage for CATOBAR takeoff and landings. It has a larger wing for more lift.

All three are important and all three have enough commonality for them all to benefit from economies of scale for those common areas when it comes to large scale production. That is where the manufacturer and the US want to get because that is when they will realize savings. The more nations who sign on for various variants, the more savings will result down line.

It is three new types of plane for the price of two or two and a half and all three seriously compromised by the very different forces acting on the aircraft during take off and landing. It is much better to design three different aircraft and give them the same types of electronics and weapons. The last are the bigger cost items but combining much of the air frame design means lugging around a lot of useless ballast and spending a lot of excess money testing these air frames.
