F-35 is not the next step in stealth design, but the dumbed down, cheap version of F-22, ready for mass production - and it failed miserably to deliver that.

It is NOT only about Russian systems, there are a lot more of this kind
-North Korea KN-06, production started in 2017
-Chinese HQ-9 - 1997
-Iranians with the many strangely named systems ( and who know which one is really exist )
-USA - MEAD ( however looks like the USA can't afford it , too much money wasted for F-35)
-USA AEGIS

It was a five minutes long search.

And example the Chinese funding prioritise the SAM systems as well, and for NK the SAM systems made possible to not to spend money for fighter jet manufacturing.

And maybe you haven't realised, but bit more than 100km range means 50 000 square km covered from 600 m upwards by one radar, means Russia need 340 radar to cover her whole territory.
Iran needs 34.

Of course this expect a perfect sphere without any mountains, those making the lowest level of coverage hard to calculate.

If the radars randomly(position and time ) re-position themselves , and there are low/medium range SAM units changing place without any predetermined pattern ( and lot of decoys of course : ) ) then any intruder will have very high (at least 10%) chance to found a SAM battery firing a missile onto him regardless of chosen path

Means in 30 000 (Serbian war ) sorties the loss rate will be 500-2000 aircraft.

Manufacturing ten SAM missile takes at least magnitude less resources than to make one airplane, means Iran can shoot down faster the USA fighters than the USA manufacturing them.
(depends on industrial capacity, but Iran has actual industry, the only country in middle east )

Reason why the USA don't want to attack Iran.

small money, but interesting:

"Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $34,670,000 undefinitized cost-plus-incentive-fee contract to develop and deliver an engineering change proposal to enable the production cut-in of the Fuselage Station 425 Bulkhead structural modification required for F-35A and F-35C to allow full-envelope internal carriage of aft heavy weaponry. Work will be performed in Fort Worth, Texas, and is expected to be completed in July 2022. Fiscal 2019 research, development, test and evaluation (Air Force, Navy and Marine Corps); and non-U.S. Department of Defense (DoD) participant funds in the amount of $9,953,400 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to U.S. Code 2304(c)(1). This undefinitized contract combines purchases for the Air Force ($13,787,219; 39.77%); Navy ($6,893,610; 19.88%); Marine Corps ($6,893,609; 19.88%); and non-U.S. DoD participants ($7,095,562; 20.46%). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-19-C-0010)."

awarded Lockheed Martin a $34.7 million contract on July 18 to complete the weapons bay modifications by July 2022.

The contract announcement released by the Pentagon specifically calls for altering the portion of the Station 425 bulkhead inside the weapons to carry “aft heavy weaponry.”

A source close to the program says the weapon involved in the modification program is the Navy’s Advanced Anti-Radiation Guided Missile-Extended Range (AARGM-ER).

Although the baseline AARGM bears a close resemblance to the

High-speed Anti-Radiation Missile, the AARGM-ER removes the mid-body wings and increases the diameter of the missile body. The maximum range of the AARGM-ER is classified.

The Air Force is developing a new version of the AARGM-ER, which is called the Stand-in Attack Weapon.

The modification to Station 425 also will allow the F-35 to carry six AIM-120 missiles internally, the source says.

Lockheed has proposed the so-called “Sidekick” modification to increase the F-35’s internal load-out from four to six air-to-air missiles.

The Station 425 modification is funded by all three U.S. service branches acquiring the F-35. Although the AARGM-ER is not yet cleared for export, foreign customers also are contributing, supplying about $7 million of funding for the modification program.

Canada’s Public Services and Procurement department, which is responsible for military acquisition. “All suppliers will be required to provide a plan for economic benefits equal to the value of their proposed contract, with maximum points only being awarded to suppliers who provide contractual guarantees.”

This approach has been somewhat controversial among the potential bidders.

The U.S. government has argued Canada’s initial industrial requirements — which would have stipulated that companies guarantee workshare — would not allow the F-35 to compete, as international partners must bid for work on the F-35 program, with contracts going to the company that can provide the best value.

“We cannot participate in an offer of the F-35 weapon system where requirements do not align with the F-35 partnership," Vice Adm. Mat Winter said in a December 2018 letter, when he was the F-35 program executive.

Lockheed Martin has also made the case that Canada’s role as a partner in the program has led to economic benefits for the country, with Canadian companies having received more than $1.5 billion in contracts since the start of the program.

The Canadian government announced in May that it would take a more “flexible” approach to grading an offering’s economic benefit, with higher scores going to competitors that could guarantee workshare,

The new criteria likely puts Lockheed at a disadvantage, but the company intends to bid.

“Lockheed Martin has received the final Request for Proposal for Canada’s Future Fighter Procurement Competition and we look forward to participating in the competition,” the company said in a statement Tuesday. “The F-35 is the most capable, best value fighter with significant, long-term industrial opportunities and as the competitive process continues, we are excited to share more about the F-35’s ability to strengthen defense, enhance ally partnerships and drive economic growth in Canada.”
