The funniest thing is that offering this price ceiling on solar energy will give an opposite incentive, that is, those who have solar panels will have no incentive to accept this condition proposed by the EU and even make investments in increasing energy generating capacity. The right thing in my opinion was to offer discounts and even subsidies to homeowners and power generating companies to invest in solar panels, increasing power generation and decreasing dependence on gas and coal.

What drives investments is the price, if the price of solar energy increases, this has a greater incentive to invest and take part of these profits, the EU does the opposite, limiting profits by putting a price ceiling on energy, it will be sending a message clear to investors:

"I will make you invest in solar power generation and you will receive no more than €0.18/kWh."

That's why here where I live there is a big market for off-grid networks. In addition to having an extremely regulated market, for example, I could simply invest in solar panel and create a small solar power grid to supply energy to my neighbors and charge for it, unfortunately I can't do that, I would be arrested. In the EU it probably must be like that, a highly regulated market, making these innovations impossible.
