China has completed assembly of its first domestically made aircraft carrier and design work on the vessel was finished, the defence ministry said on Thursday.


Ministry spokesman Wu Qian said workers were also installing equipment on the carrier, without giving further details.


China confirmed earlier this year that it was building the carrier, its second after the People’s Liberation Army commissioned the Liaoning – a renovated former Soviet vessel – four years ago. The new vessel is widely seen as part of China’s push to expand its naval capacity amid rising challenges over the disputed East and South China seas, and to protect its growing overseas interests.

Beijing has been tight-lipped about the carrier’s construction, though military observers said they expected the design of the new vessel to closely follow that of the Liaoning. When asked in August whether the construction was almost finished, Wu only said that it was going smoothly.

Also on Thursday, Wu criticised an article by US Defence Secretary Ash Carter as “full of pride and prejudice against China”.

In the November-December issue of Foreign Affairs magazine, Carter said China’s “coercive actions” were the reasons behind “contentious and long-running regional disputes, particularly at sea”. Describing the US’ role as “supplying oxygen” for Asia-Pacific’s security, Carter pledged to continue to “devote resources to new capabilities critical to the rebalance”, including increasing the number of military ships, submarines, advanced bombers and other tools to develop “a principled security network”.

Wu said the US’ growing military presence in Asia Pacific, including sending warships to patrol “China-owned” islets, “would never gain ‘balance’ but could led to ‘unbalance’ in the region”.

“From North Korea to Vietnam, from Iraq to Libya, did the US Army supply oxygen or smoke?” Wu said. “We hope some Americans will ... look at themselves before blaming other nations.”

The vessel's design has been completed, said ministry spokesperson Wu Qian at a press conference, adding that workers are currently installing equipment to the ship's body.

Photos of the carrier which was spread on the Internet showed it differs from the Liaoning, China's first aircraft carrier, people.cn reported in September citing Chinese military expert Cao Weidong.

Cao said the new carrier has a smaller island, which acts as the command center for all flight deck operations, and is equipped with superior radar.

According to the report, compared with the Liaoning, the new carrier would be faster: Its ship-borne weapons and electronic equipment can be activated in a shorter period of time.


The defense ministry confirmed the construction of the country's second carrier on December 31, 2015.

"We all know that the Liaoning is China's first aircraft carrier. Research and development on China's second aircraft carrier was carried out with an independent design and construction in mind," said ministry spokesman Yang Yujun at the press conference.

Yang said the carrier has a conventional power plant with a displacement of 50,000 tons. It will carry J-15 fighter jets and other ship-based aircraft, and fixed-wing aircraft on board will adopt the ski-jump take-off mode. Various types of equipment will be installed to help it fulfill its missions.

"The design and construction of the second aircraft carrier, having drawn on experience from the tests and training on the first one, will be better in many ways. In the future, we'll continue to provide relevant information," said Yang.

The carrier will be ready for sea trials next year, Indian TV channel NDTV reported in September.

China's first aircraft carrier is a refurbished former Soviet Union ship, which the Chinese government purchased from Ukraine in 1998, according to people.cn.

It was commissioned in 2012 after being refitted in Dalian, Liaoning Province.

In all seriousness, the rumors we've heard so far all indicate that the carrier will only be launched when everything's ship-shape. By that, I mean a full coat of paint, all sensors equipped (Chinese MoD confirmed the carrier is in fitting-out stage, will provide link on request), all wiring complete, etc.
Which rumors say that the carrier will be launched only when everything's "ship-shape"? All sensors are routinely NOT equipped prior to launch. A carrier like QE or Nimitz or Ford spends a considerable amount of time launched but at pierside while the rest of its electronics are fitted out. I think once the larger and higher radars are installed like the fixed panel AESAs and the Top Plate, the flight deck is completely closed, and a coat of paint is applied, it will launch and then finish the rest of its fitting out at pierside, just like the other carriers.

Fitting out, especially access to the ship, is somewhat easier before the ship is launched so you launch late unless you need the building dock or slipway for the next ship. In this case we don't know what the next occupant of the building dock will be. It might be Liaoning for urgent maintenance. It might be a next naval vessel but there are no rumours about that. It will not be a merchant ship in the current state of World merchant shipping.

Is that why carriers spend so much time at pierside after they are launched? They are in drydock so that they can utilize the full gantry cranes. Once all the heavier structures are in place and they get some paint, they get launched because there is no longer any reason to sit in drydock. From there they continue fitting out using pierside (counterweight) gantry cranes if needed, which are lower capacity, but since they no longer need high capacity cranes, it doesn't matter.

HMS QE was launched July 2014, is still pierside getting fitted out, and won't begin sea trials until March 2017. USS GW Bush was launched October 2006 and started sea trials Jan 2009. USS Ford launched November 2013 and won't begin sea trials until some time in 2017. Do you notice a pattern? 2-3 years AFTER launch they are still sitting at pierside getting fitted out.
