tilt test ???
Ja. Here's pop3's interpretation of today's events and what a tilt test entails.
第二艘航母旁有拖船到位,但我不认为是马上要出去试航了。
估计是进行倾斜试验,倾斜试验是试航前要做的工作,是测定舰船的重心位置和初稳性高的试验,事关安全。
甲板上有很多吊车,应该是吊运重块所用,不排除吊车本身也被当重块的可能性,不过用吊车当重块大概也是一种发明,以前的舰艇没有航母这么大的排水量,所需的重块也相比较少,此外,应不会带着吊车出去试航的。
倾斜试验必须松开所有系留缆绳,让舰体处于自由浮态,最好是在船坞内进行。

Translation:

Our second carrier is being moved by tugs, but I doubt it's for sea trials. I believe it's a tilt test. Tilt tests are tests that must be done before a vessel goes out for sea trials. It confirms the location of the vessel's centre of mass and magnitude of initial stability; crucial data to ensure the safety of the vessel.

The vessel has a lot of mobile cranes on board, probably for moving around masses for testing. However, it's also possible the cranes themselves act as the masses. Previous vessels built for the PLAN were never as massive as this carrier so tilt testing never required this many masses to complete.

Tilt testing requires all moorings to be taken off and the vessel to float completely independently. It's usually best to conduct this in a flooded dry-dock.

Translation:

Domestically-built carrier underwent tilt test today (evident from picture), will embark on sea trials before mid-year. We may be able to see a two-carrier fleet for the 2019 National Parade.

Apparently, the picture shows the carrier leaning to port a few degrees.
