I think the statement is wrong. The EU regulator agency in charge of approving vaccines is the EMA. Now the countries themselves can ignore it and issue their own emargency approvals.The article also said "Sinopharm COVID-19 vaccine is also the first Chinese vaccine authorized for emergency use by the EU, according to a company statement."
The Hungarian certificate is GMP "Good Manufacturing Practice" on top of EU authorization. GMP itself is neither an authorization nor an exemption.
From what I know thats what happened. Hungary approved the vaccine but that doesn't mean that the EMA has approved it. So Sinopharm can still not be given in the rest of the EU countries, except Hungary (unless there are some other which issued their own approvals)
TLDR: misleading statement. Not the first Chinese vaccine approved by the EU. It is the first Chinese vaccine approved by an EU country
