The recent Guangzhou outbreak MAY be caused by a Chinese citizen returning from Rwanda. I say "MAY" because it is not confirmed. Here is what happened.
Ning XX returned from Rwanda on April 25, quarantined in a hotel in the district of later outbreak. He was released on May 10th. He stayed for a night in nearby hotel, then took a train on 11th to return home in Guangxi province. He was found to be positive on 25th after Guangdong informed Guangxi of him being in the area.
In Guangzhou, the first case was Guo X who felt ill on 18th of May. The spreading center is a restaurant. Ning XX was picked out for tracking because he was nearby.
Now, it could be either way who transmit to whom, therefor I say "May". But Guo was 75 years old who don't travel. Ning just returned from abroad, he/she would be more likely bringing in the virus.
One thing important is that the variant of Ning XX is not disclosed yet. If it is the Indian variant (same as Guo) it would increase the chance that he/she is the source.
This likely present a challenge, blocking India along won't prevent Indian variant from coming in, unless we block the whole world. But that would do more harm to China than good.
The current measure (blocking, tracking, quarantine) are only to buy us time. Sooner or later we will have to open up, so vaccination is the only way to go.
