The Indians may just buy a couple of ASML machines, but where do they find the engineers? SMEE can even tease them by offering them Chinese machines.
@Tyler they had some compatriot working overseas, the problem is their willingness to go back and work there. Brother the quality of life is a major factor in recruitment, if the sample of covid prevention is used as an example, no engineers Chinese nor Indians will volunteer to work there even if you paid triple their salary.

Where are their compatriots working? Does tsmc or Samsung have some Indian engineers? In India everything is so cheap, due to low level of development. If they offer triple the amount of money, that would be very enticing. However, like you said, India's environment is so repulsive, that few would relocate there.

@Tyler bro Intel and I think with new management coming in many of them are out of work, so India need to move fast to recruit them and bring them home. But from what I read they prefer the Taiwanese and it only show that even the Indian Gov't didn't have the confidence in their talents.

@Tyler bro if China is able to deliver an EUVL in 2022 -23, SK will break ranks and will declare neutral, TW is a lost cause even without reunification as America is determined to have its owned inhouse Semi industries as 21st century mark the end of globalism (outsourcing). That is why @Annihilation98 post about India having its owned vibrant IC FAB beating China is a JOKE. Nobody will help them as protectionism is being erected among develop country, they will sell the equipment but not the expertise making such purchase useless.
India will have to undertake the painstaking journey to develop a self reliant semiconductor and IC chip and related manufacturing equipment industry of its own. I believe that India CAN do it. But it will take over a decade for it to make what can objectively be considered significant progress.

If India can do it why can't Congo or any other developing country? What advantage does India have over the incumbents?

semiconductor is differrent from software industry . It's depend on the local heavy industry, the chemical industry, new materials, high level worker, machine CNC industry, vv...vv . The only thing India can do is chip design , it will take over a decade for it . Manufacturing chips not for countries that have no basically heavy industry like India or Viet Nam , even Australia can't do this .

The belief and thinking of Indians is that the West now ates China so much so that they will assist India in having these cutting edge capabilities so that they can take on China.
The jaihinds don't know that it is in the interests of the West to keep India poor and dependent on them.

They know that an India with a 15 trillion dollar GDP would not be subservient to the geopolitical interests of the West.

The most talked goal for India among Indians is to get to the "$5 trillion" economy. They believe by then they would be able to stand up to China and be a force to be reckoned with in the world.

If and when India gets to $5 trillion, China will probably be close to $30 trillion in all likelihood.

There was a comment I saw on reddit on how the US should have approached the chip ban and its scary because it would have worked. Thank god for the idealogues like Pompeo who were in charge couldn't formulate such a long term policy.

Huawei R&D budget is quite more that both Nokia and Ericcson combined.

Plus they own the foundational technologies for 5G, Huawei own those patents.

The politicians and the CIA can plan, but no one can plan for disruption in tech. That is how tech is. Tech is weird.

President Trump was freaked out by TikTok, he went into full fascist mode.

The Chinese were gonna be cooler that him, so President Trump freaked out.
