They don't need to if the performance is sufficient for application. They can offer same product at new nodes, but whether there will be buyers depends on cost effectiveness.

Using more advanced node means for the same design, die size can be smaller. Smaller die means more chips per wafer, thus lowering price. That's what SMIC mean “boost competitiveness”

SMIC doesn't make this decision. The customers placing the orders do. SMIC doesn't design the chips. If customers ask for 90 nm they either accept order as is, do 65 nm at the customer's design price, or decline the order and customers go elsewhere.

More advanced process nodes cost more money to design, develop masks for, chemicals, etc.

Zhixin Semiconductor's second-phase production line construction project for automotive-grade IGBT modules started

On May 18, 2023, the second quarter of 2023, Wuhan's major projects started intensively. In the venue of Wuhan Economic Development Zone, Zhixin Semiconductor Phase II production line construction project, Dinghui Microelectronics STI process polishing pad development and industrialization, etc. 22 Major projects started intensively, with a total investment of 9.74 billion yuan.1684789341479.png▲Zhixin Semiconductor Phase II Production Line Construction Project According to reports, the second-phase production line construction project of Zhixin Semiconductor will build a new automotive-grade IGBT module production line to achieve an annual production capacity of 300,000 pieces of automotive modules. At the same time, purchase relevant process equipment, have SiC module research and development and production capacity, and meet the demand for IGBT products in high-end application fields such as new energy vehicles, new energy equipment, and industrial frequency conversion.

In June 2019, Dongfeng Corporation and CRRC, two major state-owned enterprises, established Zhixin Semiconductor Co., Ltd. in Han, and began to build a domestic independent automotive chip industry chain. The first phase of the Zhixin Semiconductor project has an annual production capacity of 300,000 pieces and a total planned production capacity of 1.2 million .Source: Wuhan Economic Development Zone
In order to speed up the communication between upstream and downstream enterprises in the industry, Aibang has established an IGBT industry chain exchange. At present, there are Infineon, China Resources Microelectronics, BYD, CRRC, Xinneng Semiconductor, Jingyue Semiconductor, Xi'an Weiguang, Bomin Electronics, Huaqing Electronics and other IGBT industry chain upstream and downstream enterprises to join, welcome to identify the QR code to join the industry chain WeChat group and address book.

So "some factories" probably means South korean, Japanese and TSMC factories?

Well,he mentioned about export control to china in the first half of sentence, also mentioned "clarified recently". I don't think South korean, Japanese and TSMC factories are affected by China export control, nor do they need clearance for shipping

Then why do South Korean companies need US permission to expand production in China? Export controls apply to their fabs in China as well.
