A certain nuclear department purchased a high energy laser reflection mirror for a ground based anti-missile laser weapon at a price of 8 million yuan.

Wow. That's nearly $2M USD for a mirror. Shows the scale and size of it. Probably a one off build as well, custom engineered for whatever experimenting they are trying to do.

Gigawatt lasers anyone?

I don't think so. First of all it is a ground based system, so I don't think they will risk blowing themselves up and having to deal with fallout/radiation. Second of all bomb-pumped lasers does not redirect the beam via mirrors but glass rods that are mechanically moved to aim at the target. Finally, bomb-pumped lasers have yet to be proven feasible.
