Because the rear top hatch can only hold 2 soldiers, and 1 of the 2 front hatchs is for the driver (who doesn't show and already stay in the vehicle before other crews enter). If you look at the other IFVs in the parade you can find that only soldiers can show up will enter the vehicle. Just because the vehicle was paraded with 3 dismounts doesn´t mean it can´t hold more.
