Im not an expert, but WS-20 has been in flight testing for a long time, i think. Is this a sign of design problems and that the engine may have to be reworked ?? or is this a normal thing in aircraft engine development ?
It's part and parcel of Engine development.
Every turbofan out there is a product of a decade or two's development and testing. That means, the turbo fans that are used right now are, more or less, products of 1980s and 1990s.

WS-20 was expected (by a minority in this forum that includes me) to appear on Y-20s by 2020.
This document, even though doesn't mention the WS-20, is a signal that testing conditions regarding High Bypass turbo fans in China hasn't matured yet and therefore will impact WS-20 and later HBTurboFans.

Can China still equip Y-20 with the engines? Yes,possibly. But China has to seek foreign testing assistance (Russia has the PD-90 engines...)

China wants to develop a whole engine development and testing ecosystem. WS-20 is merely a stepping stone for that.

This is something you can feel, but can't tell because of its ambiguous wording.
I feel only WS-15 fits that kind description, but I am not sure about my guess.

But the underlined part say something along the lines of having independently developed and built aircraft engines. Above says stuff about Long March 5 and the commissioned carrier.

Doesn't say anything about ws-15, I honestly think it's more about the WS-10

Whether it is WS-15 or WS-10, we cannot be 100% sure, thus each individual can has his own interpretation. The key words are 完全自主创新。。。成功研制和配装。。。现代工业皇冠上的明珠。

完全自主创新 = Completely self developed and with new innovation. This means the new engine is not based on a foreign ones.

成功研制和配装 = successfully developed and equiped. The word "equiped" meant some aircraft in service is already fitted with this new engine.

现代工业皇冠上的明珠 = Pearl on top of modern Industry Crown. This indicate the engine is top of the line in technological spec.

I won't speculate whether it is WS-15 or WS-10, but it is a very important advance engine that is for sure.

Was the WS-10 not based on a foreign one?

WS-10 has its roots in the CFM-56.

Whether the document would WS-10 it to be "Completely self developed and with new innovation" is another question.

Don't think so. It might be referring to WS-10. It might be referring to WS-15. It could be referring to something else we don't know about. Hard to say.
