Does anybody know at what point an engine gets a new letter designation?

After reading this thread, the way I understand it is that there is continual development and improvements in between batches. I.E. the first batch of WS-10B is noticeably, perhaps even significantly, worse than the last WS-10B batch.

So what would prompt Shenyang to say that this engine is now a WS-10C? Are there specific milestones, or significant redesigns that prompts a change in designation?
It seems China mostly dropped that letter nomenclature. The HQ-9 didn't get any new designations despite multiple major changes. The WS-10 names stopped getting new letters. The same holds for 093 and 039 series subs too. I think they may be internally referring to different variants like how NATO refers to non-NATO hardware (XX mod 1, XX mod 2, etc...)

WS-21 appeared too. powered J-35.

another strong rumor about WS-17 being finalize this year.

so it is safe to say that, all major turbofan projects are completed or near completion. and we are about to enter in next phase. means next generation more advance machines.

WS-21 is just a stopgap measure like WS-10C for J-20. It is already mature.

WS-15 enters LRIP phase this year, so will WS-19 whose development cycle has shortened due to computer assisted design and testing.

I must admit i just now first time got aware of WS-17 existance, what is it meant for?
So WS-15, WS-19 and WS-20 are major players, and WS-18 and WS-21 are just stopgaps to overcome until real players get matured.
