Keeping the same family of engines require less training for the techicians for repairs and overhauls...
Engine life and TBO is equally important too. Having major engine work every few hundred hours hampers combat readiness, on top of cost issues. If only WS19 can match and exceed F414 on performance and reliability.

That is Angara A5 rocket model being tested I think.

Run duration 30..180s (3 minutes) at speeds up to Mach 18.6.
There are other wind tunnels in Russia which can operate at higher speeds.

Compare that with what the US has... total lack of investment. Don't expect US advanced air breathing hypersonic weapons any time soon.
Computer models only work so far.

With regards to the engine for the JF-17 Block 3 I think it is more than confirmed it will be an RD93 variant and the mythical WS-13/E engine, if it exists at all, I doubt it will survive for long with the WS-19 at a high state of readiness.

Mach number and test duration aren't everything - Reynolds number (among other things) is a big consideration too. It correlates with the transition of boundary layer flow around the vehicle from laminar to turbulent, which in turn has a severe effect on heat transfer from the hot flow to the structure. Knowing how far downstream along the surface this transition takes place is therefore crucial to designing successful thermal protection systems, and predicting this is one of those areas where CFD still struggles. At the same time, it is often difficult to reach representative Reynolds numbers in wind tunnels - the US has a couple of interesting facilities in this regard, especially the forerunners of LENS-XX (which can hit Mach 16):

(Considering it dates from 1958, the 48inch shock tube is pretty amazing, actually)
