Clearly again this year the tools used can't raise the inflation to the level set up by government. Idk why no one has two functioning brain cells that the easiest way to combat deflation is to raise the minimum wage, and raise it high. Right now the minimum wage in a lot of places in China is below market clearing wage.
We see increases in some provinces like 100-200 rmb (a joke) . In some not increases at all. Shanghai minimum wage is RMB 2,690, what the fuck is that? It should be raised by 2000 RMB in big cities and 1000 RMB in small to even have an impact on some lowest paying jobs.

western region , ships can transport stuffs to beihai gulf in guangxi through pinglu canal. They dont have to transport to the eastern coast first.
ship transport is cheapest (ship, rail line, truck, air)
basically, major rivers will be connected with canals throughout china.
This one should buffer alot of unemployed in light of current trade war.In event of war it also provides safe high volume transport deep within China.
