One of the comments: "What happened that caused the massive drop in poverty in 2013?"
Other commenter: "Xi Jinping happened."
To be fair, CPC and the Chinese government started tackling poverty much earlier. Not to dismiss the commitment and great success by Xi himself, it just that his tenure happens to have begun when the hard work by his predecessors started paying off.

, ever since PRC was established, lifting the nation out of poverty has been a mandate for CPC. The extreme poors have always received attention and support. But for long period of time, the effort and effect have been restricted by the severe economic and social underdevelopment of the whole country. Nevertheless, the foundation has been laid out.

In 1986, CPC and the Chinese government made poverty alleviation a high priority. Special offices and task forces were created within the party and governments. The first batch of 273 state level poverty counties (国家级贫困县) were identified.

。后来将牧区县、“三西”项目县加进来,到1988年增加到328个国家级贫困县。 第二次调整是在1994年,国家启动“八七”扶贫攻坚计划,经过重新调整,国家级贫困县增至592个。 第三次调整发生在2001年。《

Probably an underestimate for China:
Of the 24 cities with GDP of more than CNY1 trillion last year, Guangzhou, Suzhou, Jinan, Qingdao, Changsha, Hefei, Zhengzhou, Fuzhou, Ningbo, Nantong, and Wuhan had released GDP targets for 2023 as of yesterday, aiming at increases of between 5 percent and 7 percent.

Positive development since overinvestment into real estate has led to insane price level, lowering affordability and also indirectly fertility. The housing bubble in China must be deflated aggressively. Part of this is also about reforming local governments' revenue model where too many are dependent on land sales as a means to collect revenue.

The model is not even sustainable, with land being a finite resource.
