Which missile institute is that? Would it be 607 institute, does the interview say anything regarding that?

Yes, deputy director of AVIC luoyang.

Fairly official.

I found some clearer images of the full interview from here:

Some useful takeaways (apart from what's already been written):
China has CEC that's akin to CEC, NIFC-CA.
Some stuff about LS-6 range
DK-50 can be adapted for naval use with quad packing but would need some modifications.

Others can maybe do a more thorough translation if they have the time.

Hi
if I may ask if PL15E is with less range for export
how will PAF defend J10cs against Meteor missile
either Pakistan must have local Chinese PL15
or meteor range can be less then Pl15
if not no brainer to face Meteor missile with less range
as J10c performance is also on stake
my apologies if my post is little off topic
thank you

Well, engagement rarely happens at the edge of the NEZ and definitely does not happen at the max range. It would be interesting to see PL-15E NEZ vs Meteor.

But more importantly than that, in real combat, due to tactics, EW and various other factors, I would be surprised if J-10 or Rafale can routinely even lock on to each other from 70 to 100 km out. There are basically many reasons why AAM range isn't the major determinant in air combat.

Keep in mind that PL-15E uses AESA seeker and that will have a much easier time locking on to adversary aircraft than Meteor.

Well it depends on the target doesn't it?

wow, very rare clear news.
In Ordnance Technology’s interview with Wang Jiaying, the leader of the Missile Institute
Yes, deputy director of AVIC luoyang.

Fairly official.

Since this disclosure may lead to fairly contentious discussions, it could be beneficial to preserve extra prudence in addressing the source informant.

Said source, or the interviewee from the article, "王嘉樱" (Wang Jiaying), has been stated by the author reporter with the title "航空工业导弹院副主管", or AVIC CAMA (China Air-to-Air Missiles Academy, based in Luoyang) Deputy "Lead".

What seems to drive some ambiguity here is the term "主管/Lead" can be a somewhat ubiquitous title which may refer to an official position or just a generic term denoting someone who's in charge at any level. Effectively, Wang's position can conceivably range from a deputy director for the entire CAMA or a regular team member tasked with overseeing the booth at Zhuhai.
The proper way to address head members of the academy would have been "院长" (academy directors) or "党委书记" (party secretaries), which is fairly unlikely to be missed by professional reporters.

It is difficult to acquire an exhaustive and updated list of CAMA's leadership board to verify Wang's position as the academy doesn't maintain an official website (akin to many other AVIC subsidiaries), but fortunately through their public-facing WeChat account one can gather some relevant details. It appears as of mid/late-2022, the most senior members of CAMA include (in no particular order for the deputies):
陈斌(院长、党委副书记), Chen Bin (academy director and deputy party secretary)
张海强(党委书记、副院长),Zhang Haiqiang (party secretary and deputy academy director)
段磊(党委副书记、副院长),Duan Lei (deputy party secretary and deputy academy director)
王铮(副院长),Wang Zheng (deputy academy director)
刘润田(副院长),Liu Runtian (deputy academy director)
张新波(党委委员、纪委书记),Zhang Xinbo (party committee member and party disciplinary secretary)

Wang Jiaying does not seem to be part of the senior leadership as there isn't any appearance of her (or his) name in CAMA's events archive on WeChat.
Nevertheless, Wang can still be confirmed as a CAMA personnel as she has at least one publication made under affiliation with CAMA's 10th institute.

Outside of this paper and the article for 2022 Zhuhai interview, there doesn't seem to be any mentioning of Wang Jiaying in relation to CAMA or AAM technologies in general.
Hence, it might be the case that Wang's actual position in the academy is of a relatively junior role (one plausible position she holds could be the deputy-"lead" of CAMA's 10th institute, a secondary subsidiary), and this is probably something relevant to keep aware when one quotes her.

The above information shouldn't take anything away from the veracity of her disclosures as she should remain as an authoritative and informed figure to address CAMA's products and their basic specifications such as range and guidance. Moreover, it does not preclude the possibility that Wang is indeed a highly prominent "lead" figure in CAMA but obscured from public knowledge due to OPSEC or a latency in her latest promotions. Nevertheless, when one refer to her today, it is still probably most prudent to use something on the lines of "CAMA staff" or "CAMA representative" than other potentially misleading headings.

Nice research.

I would say that the information provided by Wang in the interview would be relatively basic stuff that people in the institute would know about even at lower levels, which is to say that for us it is exceptionally enlightening, but for the people in the know and in the field it's probably very basic, if not outdated info. Indeed, most of the stuff described almost comes across as basic marketing info that you'd get for any other western manufacturer at a defense expo, but we treat it as exceptional here simply because it's so rare to get any sort of official word on it.

To my knowldge, 主管 as lower mid-level management position is usually seen in some business of private sectors. Often such places are influenced by the HK or TW business culture.

In SOEs and government funded institutions, we usually hear 部门主管 (department leader). Sometimes we also hear 部门领导. Neither is an official title but a general reference. The top level leader positions of the whole institution are almost always referred as 领导.

Perhaps the reporter meaned to use 部门主管 but got it mixed up.
