I believe Russia helped China in developing early warning system? Not something Americans would like to see. But it's exactly their policy that drove the two closer.

The XSCC center, better known by its military code name "Base 26", seems to have succeeded in saving the SY-10 satellite (Experiment 10). Launched on 09/27 by a CZ-3B, SY-10 exhibited anomalies when injected into initial orbit. It is currently evolving at 450 × 39,927 × 51.06 °.

It says space tourism, space mining and space manufacturing. If you could make components of the SSPS on the moon for deployment in GSO that might be worth quite a bit of money?

It can be profitable, but you have to allow Deng style Socialism with Chinese characteristics and not just Hua Guofeng/Soviet-style central planning.
