15 million o 15 billion? What can they do for 15 million yuan? That's less than Long march 3B start.
Thats funding for a study. Its enough money to get some scientists together to form a group and do a "theorytical" study on the subject. Nobody is going to launch a Ling March 3B anytime soon.

I would suggest seeing it more as an intellectual exercice. Bring together scientists and study what areas of China's aerospace need to improve before making such a project viable.

So the country can get more info on what aspects of this project can be realised now, near future, medium-long future and what areas are currently impossible and thus need further investment

Lol. Didn't he say NASA wouldn't never work with China at all and that he wants to make permanent the Wolf Amendment? Maybe with China's recent accomplishments, he thinks cooperation would hinder their development? Also, lol at his strawman explanation, it's so American centric and egotistic to see everything as a race!

LOL ...NASA/US is still living in their own dimension that they are the only super power in the world, have the audacity to set conditions to work with China, after isolating China out , dream on NASA
