By 2045: Complete the full objective launch-on-demand aerospace transportation system, reach the annual capability of thousand launches / 10k ton of goods / 10k persons transportation.
I think this is more of an economic challenge than a technical one.

That entirely depends on the kind of activities China plans to conduct so as to justify the economics of it.
Mining on and asteroids is an obvious one, depending on the level of abundance of minerals and the difficulty of extraction as compared to terrestrial mining, of course.
