Not reallyVietnam openly doing water canon exercise with PH when they are having frequent conflicts with China doesn't seem so nice. It feels like a Message to China that Vietnam is allying with PH on SCS.
China and Vietnam had an exercise as well earlier this year.
Vietnam is just hedging their bets.
Unproven story has it that, in the 80s, Vietnameses occupying a Chinese reef invited the Filipinos occupying another Chinese reef nearby for party. The Filipinos had great time in their neighbour's camp.
