Vietnam openly doing water canon exercise with PH when they are having frequent conflicts with China doesn't seem so nice. It feels like a Message to China that Vietnam is allying with PH on SCS.
Unproven story has it that, in the 80s, Vietnameses occupying a Chinese reef invited the Filipinos occupying another Chinese reef nearby for party. The Filipinos had great time in their neighbour's camp. Once the party was over, the Filipinos found that their own camp belonged to the Vietnamese.

Looks like MSA has joined CCG and navy deployments at Scarborough. Unusual to see them involved, as their ships are typically unarmed.

Alternatively, it's possible that their signatures are being spoofed by militia ships. There are claims that the militia has done so before.

The PRC is likely experimenting with fake Automatic Identification System (AIS) signals as a form of cognitive warfare against Taiwan. Multiple PRC fishing boats in Taiwan’s Exclusive Economic Zone (EEZ) spoofed fake AIS signals in September, including one that impersonated a Russian warship and another that impersonated a PRC law enforcement ship. Data from Starboard Maritime Intelligence showed that the PRC fishing boat Min Shi Yu 06718 sailed up and down the Taiwan Strait throughout August and September 2025 while intermittently transmitting its own AIS and the AIS of a ship called Hai Xun 15012. Hai Xun ships are typically operated by the China Maritime Safety Administration (CMSA), a civilian law enforcement agency.[79] The CMSA has not been significantly involved in PRC coercion against Taiwan, unlike the paramilitary China Coast Guard (CCG). The boat was likely a fishing boat transmitting a fake MSA identity, rather than the other way around. The boat was present in Taiwan’s northern EEZ at the same time and location as another fishing boat, Min Shi Yu 07792, transmitted a fake signal of “Russian Warship 532” on September 17.[80] Several other Min Shi Yu ships in the area also transmitted fake AIS signals at around the same time, including one that broadcast as a tugboat and another that broadcast as a different fishing boat.
