The US TFR is around 1.77.
I guess if China fully removed all barriers, the TFR would shoot up.

Stop quoting garbage sources. US TFR is less than 1.64, China is at 1.3 what the census shown.

Points taken about the sources being questionable. But I wanted to highlight the marginal increases in Chinese TFR.

Also, I am sceptical about the TFR figures of 2020 and 2021. The two years have to be discarded for the pandemic and the turbulence.

Births in 2020 reflect sex in 2019

TFR =/= Crude Birth Rate.

I think they just allowed it to be possible. I dont see anything else, although I think this is a "developing story" (ongoing media briefing?) so we might get some more details later

Just remove the limits all together. No logic of limiting it to 3. If someone wants to have 6 ,7, 9 children then let them.

“Birth policies will be further improved. Policy that allows a couple to have three children will be introduced with supporting measures,” it said.

“This will improve the population structure of China.”

Other measures suggested include postponing the retirement age, and targeting marriage and family values education campaigns at youth. Improvements would be made on child care service, maternity leave and child birth insurance, the statement said.

If the 3 child policy isnt followed by concrete measures and not the usual "we will study", "we will test" etc I dont expect much improvement

It will be the same with the 2 child policy when births shot up for a 1-2 years and then they fell down again
