Those TEL's weight a lot and DF-31AG is lighter in weight than DF-41 so it can be deployed on places where DF-41 cannot go.
Probably cheaper missile too.

Using an inflation calculator, $12,600,000 in 1960 ~ $123,000,000 in 2022 - they claimed it's 1.8 billion per silo in today's money. Cool video.

Titan II used liquid-fuel and it needed all kinda extra equipment (DF-5 silos are also huge). Minuteman silo needs all kinda extra due missile being hot launched and the silo itself has to be kept in optimal climate.
Canister launched missiles also require equipment but far less.

Also, we don't know much China pays per DF-31AG/DF-41 TEL with all their electronics, we are probably looking at several million per TEL + all the support/security vehicles needed, so it isn't unrealistic to assume that Rocket Force could get multiple silos per one mobile missile unit.
