China and the US haven't ratified the CTBT ... so, even China did do that (which I highly doubt it), there is no violation

I remember a congressman was calling for China be punished for selling weapons of mass destruction because anything with an explosive in it like a grenade or missile with an conventional warhead is a weapon of mass destruction which shows you how brain dead this guy is because the US sells those things too.
A casual search yield a report by the Stockholm International Peace Research Institute dated 2019 July which estimated China to have 290 warheads, none of which are deployed.
So the 300 number is not some old estimation.
James H Anderson, Deputy Under Secretary of Defence for Policy at the US Department of Defene, said on 27 February, 2020 that China will likely at least double its nuclear warhead by 2030. Even if China triple her warheads to 900, it is still less than 15% of what the US or Russia has.
