Agreements with the Argentina Air Force

(Defensa.com) The National Commission of Atomic Energy (CNEA) has signed a new framework of collaboration with the Argentina Air Force to coordinate efforts and undertake projects of common interest agreement. These projects recovery, maintenance and modernization of equipment, systems and technologies the Argentina Air Force has, in line with their strategic plans and, in turn, be linked to the core activities and subsidiaries pertaining to the Nuclear Plan include being conducted by the National Atomic Energy Commission.

The agreement also includes the implementation of new projects aimed at technological innovation, so that the CNEA is committed to bring their capacity in design, manufacture, integration, operation, maintenance and certification companies in the thematic areas of exploration of matter raw, metallurgy and advanced materials, nanotechnology, simulation, food, nuclear medicine and alternative technologies, among others. The agreement forms part of a policy of rapprochement and integration between different technology sectors boosted in recent years. Framework agreements were signed with the Argentine Army August 28, 2012 and the Argentina Navy on August 19, 2014, as part of the "Strategic Master Plan Retrofit and Modernization, which regulates the restructuring of the Armed Forces.

The Army of Bolivia completes mission in Haiti

(defensa.com) Bolivian Army completed its deployment in the Mission of the United Nations Stabilization in Haiti (MINUSTAH) with the removal of the XV Company Mechanized peacekeepers. From 2006 to 2015, Bolivia was part of the MINUSTAH having moved 3,300 troops in humanitarian aid and the reconstruction of the country after the 2010 earthquake.

Bolivia has participated in MINUSTAH after adhering to Resolution 1542 of the United Nations. As part of this mandate 10 missions the Army of Bolivia, which was later extended to five more that concluded in the present management were set. The act of closing the Mission attended Bolivian military authorities and members of the Defense Committee of the Plurinational Legislative Assembly. As part of the ceremony in Port au Prince (Haiti), on the basis Tiwanaku, he was lowered for the last time the Bolivian taught and proceeded to close the mission subject to a special program.

The FAC is trained with the US in intercepting illegal aircraft

According to official sources, this training and evaluation is performed in order to obtain the certification thirteenth ABD Programme for unlawful interception of aircraft; verifies certification procedures each year for the combined effort made daily against drug trafficking. The ABD Convention was signed in 2003 between Colombia and the United States, and establishes procedures to be followed for the neutralization of drug trafficking aircraft. Also, through this program also it provides technical assistance is training aircraft and the crews of the Colombian Air Force to reduce rates of illicit traffic in narcotic drugs and psychotropic substances in Colombian airspace.

This year the Amazonas Air Group, Gaama, is the scenario where the tracking and verifying the program, which also helps to strengthen the surveillance and security of the national airspace and improve the channels of communication will take place. To measure the scope and effectiveness of the Convention, the two countries conducted an annual review and evaluation in certifying the sequences of procedures on land and air, as well as checklists of ABD Programme.

Within the exercise developed in the capital of Amazonas, in the Air Base of Leticia, involving aircraft of the Air Force A-29 Super Tucano, SR-560 Citation and Caravan C-208, that appears to be illegal, accompanied by the E-3 Seeker the United States Air Force. The aircraft perform air interdiction, restraint and land consolidation, with the participation of members of the Security Operations Squadron Air Group Amazon and special Criminal Investigation Task Force, -GROIC-.

The signing of this type of strategic alliances have brought significant results in the denial of the use of Colombian airspace illegal trafficking in drugs and arms, being a role model for other Latin American countries affected by the scourge of drug trafficking.

It is an interesting aircraft, but knowing the Latin american way of thinking, unless it is exported or bought by police forces or private buyers in Mexico or around the world, i do not think it can be successful, the aircraft looks modern to be the first truly designed and built Mexican aircraft of this century, but in reality, the news about Cidesi testing the low pressure turbines of Rolls Royce/ITP is a bigger news, because some of the design of these jet engine parts is made in Mexico, by ITP/ITR, and these are the latest generation of Rolls Royce jet engines for aircraft like B-787 or A-380

Colombia completes its first year of military observers and the first course of peacekeeping operations

(Defensa.com) Officers of the Navy, Army and Air Force of Colombia finished the first course Military Observer United Nations, with a duration of four weeks, the training base Marines in Covenas Sucre department, northwestern Colombia. Its main objective was to provide general and specific knowledge, and train students in techniques and procedures according to UN standards so that they can serve as military observers in any mission under its mandate in which Colombia is interested in participating.

34 students took part, including 17 Marine NCOs, 3 Marines Professionals and two Ministry of Defence officials, could also count on the participation of instructors from Chile and Peru, with extensive experience in participating in peacekeeping missions with the UN. Peru, an emerging military power

On the one hand, procurement programs, without great fanfare, they are enabling rapid modernization of capacities, especially in projection forces such as the Air Force and Navy. But the Army is also undergoing major innovations, not only in the field of equipment, but also on the part of the structure. This set of actions are consolidating Peru as an emerging military power, which is essential for a country that has borders with many countries, still faces major challenges, such as combating drug trafficking, which has inherited the means and resources the old subversive guerrillas.

Also he drew attention to boosting defense technology institutes that are addressing the defense ministry, some in collaboration with Spanish companies. It is very specific and settled shares in-depth analysis of reality and cost benefit. It is not about big projects, but to nationalize certain capabilities that have strong positive externalities, and not only in the military field. Many of these skills are acquired by means of industrial offsets, which since 2010 have received a strong boost.

During these years we have initiated ambitious programs based on industrial and technological compensation arising from large procurement contracts. They have greatly enhanced the capabilities in support of the equipment purchased, increasing self-sufficiency during the life cycle of systems. It has also consolidated aircraft production capabilities of enormous significance, thanks to agreements with Korean companies. The focus of these offsets in direct offset linked to computers that are acquired is benefiting, first, to the Armed Forces and, in addition, employment in high-tech sectors.

At the round table I shared to discuss the future of the offset in Peru, in the light of the experience of other countries became clear that the agreements negotiated between the Ministry of Defence and the companies must end concluding association agreements or partnering. The parties should identify areas of common interest that will generate capabilities, but also dependencies between the MoD and the upstream industries. In this way, and for the future, countries should develop their policies offset from a microeconomic point of view based on the nature of attachment to parent contract to a macro view insert all this policy to serve a general interests of economic, industrial and technological nature. Within these long-term agreements, public-private partnership offers a wide field to improve collaboration and increase industrial capacities of countries.

The strong support of the political authorities in this set of actions is the most important asset of the country towards a better international industrial and technological positioning. This is not an ambitious program of military equipment, but the sum of a set of concrete actions, gradually transforming the strategic landscape of the region in which Peru will, thanks to its new capabilities, an important element on the agenda of regional security.

The companies present at the fair, highlighting for the first time a pavilion of Spain with high institutional representation, highlighted the success of Peru on display through this international showcase and all without exception they see the country as a land of opportunity. Undoubtedly, both Colombia and Peru are leading a new industrial and technological development in the defense and to address profound reorganization of their ability to adapt to very different scenarios of those who fought for decades, and certainly are facing key fields this transformation.

Well, their Navy has the following:

1 x 1950s era cruiser, modernized in mid 1980s w/SSMs & Bofors and melara guns.
6 x Type 209 SSKs (Commissioned from 1975-1982)
7 x Lupo Class FFGs (Commissioned from 1976 to 1987)
6 x PR-72P Missile corvettes (Commissioned 1980-1982)

As you can see, it is all is pretty old, but has been fairly well maintained and has some decent armament. The flagship is the cruiser, and is the only remaining active gun cruiser in the world, although she does also carry 8 SSMs and some modern cannons.

The thing they seem to be doing for the Navy right now is to try and purchase two FREMM Frigates, which would be a huge development...but they are still going to have to do more, because all of those other capabilities are not going to be replaced by two frigates...no matter how good.
