Mexico acquires three Black Hawk helicopters for $ 110 million

(Defensa.com) As has announced the Defense Security Cooperation Agency (DSCA), the Department of State has approved the sale of three Black Hawk helicopters to Mexico to strengthen the capacity of this country to fight organized crime organizations and conduct anti-drug operations.

The sale will supply three Sikorsky Black Hawk helicopters in denominated government settings, six engines, crew training and logistical support. Specifically it is three UH-60M six T700-GE-701D engines from General Electric Six inertial navigation systems and GPS six multi-tube machine guns Dillon Aero M134 7.62 mm. Three electro-optical systems Starfire III FLIR Systems three mission planning systems twelve night vision goggles AN / AVS-9 and a power unit for use on land. Also included is the usual logistical package consisting of training, technical documentation, spare parts and guarantees for a period of two years.

This announcement is in addition to those published in recent months that will continue the modernization of the Armed Forces of Mexico. In December last year announced the purchase of five helicopters for the Navy, the eight that were announced in October to the Secretary of National Defense (SEDENA) and the agreement of 18 helicopters to the Mexican Air Force was announced in September . In this latest announcement the body that receive the aircraft is not specified, although the UH-60M is in service with the Federal Police, the Air Force and Navy of Mexico.

Bachelet announced the modernization program of the Defense of Chile

(Defensa.com) In the speech beginning of the school year of the academies of National Defense, Michelle Bachelet promised to include an alternative to the bill indication that sets a new funding mechanism of the strategic capabilities of Defense. The project is in the Senate since October 2012 and essentially repeals the Copper Reserve Law No. 13,196, which assigns to the armed forces 10% of sales of state-owned CODELCO and replaces it with a multi-annual budget and Strategic Contingency Fund. No details of the replacement veto was delivered.

The president expressed the need to enhance the response capabilities of the Armed Forces Emergency and recalled his role in the Norte Grande earthquake and fire of Valparaiso in 2014 and this summer. Regarding the joint institutions stated that "elaborate a project to improve and strengthen the organization and powers of the Joint Chiefs and their leadership. This includes their powers in the matter of media control in peacetime. "It is important to remember that during the creation of the Joint Chiefs is even claimed that his head should correspond to an official four-star general, range equivalent to that of Commanders in Chief of the respective institutions. Finally, the position is occupied by a General or Admiral three star who commands forces in crisis or war. Venezuela takes the exercise "Shield Bolivarian" and test their Pechora-2M air defense systems and Russian-made Buk-M2E

(Defensa.com) Venezuela began last March 14 exercises called "Bolivarian Shield 2015" taking place in different locations of the country, ending the 28th of this month. Among the states that will host the maneuvers are Carabobo, Merida, Azoátegui, Miranda, New Espata, Falcon or Distrito Capital, carrying out different kinds of exercises, from which focus on emergency response and mobilize the civil air defense

These exercises have wanted framed as a response to the executive order last March 9 signed the US President Barak Obama in which Venezuela considered an extraordinary threat to US security. The Defence Minister Vladimir Godfather oversaw last 23 maneuvers in the state of Carabobo from Fort Paracamay which hosts the 41 Armoured Brigade, which has tanks T-72 and self-propelled 120mm mortars. That same day took place in the town of Charallave, in the state of Miranda, some anti-aircraft exercises in which some of the most modern air defense systems available to the country as the Pechora-2M and Buk-M2E of tested Russian manufacture.

The adoption of these systems has greatly increased the scope of the Venezuelan air defense since the Buk can reach targets at 50 kilometers and the Pechora 30 kilometers. The defense minister said that with the deployment of recent media coverage has been achieved 90% of the national territory of Venezuela.

ENAER and Alenia sign a cooperation agreement to jointly build an trainer aircraft for Chile

The visit Pinotti occurs after the meeting held by Burgos with the Spanish defense minister, Pedro Morenés, with whom he signed the act of closing of the Joint Hispano-Chilena, which includes the possibility of incorporating Chilean military in peacekeeping operations where Spain participates in the framework of the UN or the EU, and further maintained with that of Ecuador, Fernando Cordero, who arrived on Monday 23 March. Yesterday, March 24, the three ministers, (Burgos, Morenés and Cordero) departed to Chabunco Air Base for a visit to Puerto Williams. Among the topics discussed between Burgos and Ecuadorian Minister of Defense is cooperation between shipping ASMAR ASTINAVE of Ecuador and Chile. Also the exchange of experiences on gender and human rights training and education was analyzed. At present there are 12 Ecuadorian officials forming in Chile. The country also supports Ecuador in the transportation and logistics for the operation of the Ecuadorian base Pedro Vicente Maldonado research in Antarctica.

Argentina marines practice with Russian helicopters

(Defensa.com) The Marine Infantry Battalion No. 4 based in Ushuaia, located in the Southern Force Marine Corps, made a statement with the Force helicopters Area Argentina (FAA), which were in Ushuaia by supporting Antarctic Summer Campaign. Instruction was provided by the endowment of Russian helicopters MI-171 E FAA and developed on the premises of Annex Peninsula of Ushuaia Naval Base, which has seating battalion.

The activity began with a lecture on knowledge of the aircraft, its capabilities, main characteristics, safety measures and emergency exits. After acquiring the skills to operate to and from the helicopter, personnel Juliet BIM4 Company did practice of embarkation and disembarkation of the helicopter. Also, all activity emphasized approach procedures the aircraft landing in the same and subsequent immediate defense on land.

Argentina and China agree fighter aircraft working group

Argentina and China are to form a working group to look at the possible introduction into Argentine Air Force (Fuerza Aérea Argentina - FAA) service of a new Chinese fighter type, it was disclosed on 5 February.

The working group, which was discussed during a visit by between Argentine president Cristina Fernández de Kirchner to Beijing from 2 to 5 February, will look at the possible transfer of a range of military equipment to Buenos Aries. Chief among this equipment is either the Chengdu Aircraft Corporation (CAC) FC-1/JF-17 or the CAC J-10 fighter aircraft.

Ahead of any transfer of aircraft, the working group will examine means by which the FAA might integrate such aircraft into its inventory, and support them once in service. Argentina stands to receive 14 fighter aircraft should the proposed transfer go ahead, though no timelines have been revealed.

ANALYSIS
For some years now, Argentina has been trying to replace its antiquated and increasingly unserviceable Dassault Mirage IIIEA, IAI Dagger, and McDonnell Douglas A-4 Skyhawk fighter fleets with a newer and more capable type.

News of the Argentine-Chinese working group comes weeks after it was reported that Russia had courted Argentina with the possible lease of Sukhoi Su-24 'Fencer' strike aircraft. While the UK Ministry of Defence took these reports seriously enough to review the defence of the Falkland Islands, the Su-24s would have no really operational utility for the FAA, and it would appear that any proposed transfer of such aircraft is likely the result of Russia playing political games with the UK over the continuing crisis in Ukraine.

Other, more realistic, options that have been touted over recent months include surplus Spanish Mirage F1s, Israeli Aerospace Industries (IAI) Kfirs, and Saab Gripen E/Fs. All of these appear to have stalled for either economic or political reasons (the proposed buy of the Gripen E/F was effectively vetoed by the UK, which manufactures many of the aircraft's systems).

The Chinese FC-1/JF-17 has also been previously touted as a possible option for the FAA, so it is interesting to see it once again mentioned with this latest Argentine-Chinese agreement. The J-10, however, has not been mentioned in relation to the FAA before.

First unveiled in 2006, the J-10 bears more than a passing resemblance to the 'Euro-canard' Gripen, Dassault Rafale, and Eurofighter Typhoon fighters (it has been claimed that the J-10 was actually developed from the Israeli Aerospace Industries Lavi, which was itself modelled from the Lockheed Martin F-16).

The single-seat, single-engined, fighter has a top speed of Mach 1.8 at altitude, a service ceiling of 55,000 ft, is cleared to +9/-3 g , has a radius-of-operation of 300 n miles (555 km; 345 miles), and a payload of 6,600 kg (14,550 lb) on 11 hardpoints. Weapons options include PL-8 (Python 3) or later air-to-air missiles (AAMs) such as PL-11 or PL-12; Vympel R-73 and R-77 AAMs; C-801 or C-802 air-to-surface missiles; YJ-8K (anti-ship) or YJ-9 (anti-radiation) missiles; and up to six 1,000 lb laser-guided or free-fall bombs. There is also an internally-mounted 23 mm cannon, and the provision for a Chinese-developed infrared/laser navigation and targeting pod.

The People's Liberation Army Air Force (PLAAF) is believed to have a requirement for up to 300 J-10s, and its inclusion in the FAA's inventory would represent a significant capability boost for Argentina.

The Hongdu K-8VV (“Karakorum”) light attack and jet trainer aircraft was the star of a recent readiness exercise by the Venezuelan Air Force, officially called the Aviación Militar Nacional Bolivariana de Venezuela.

For the occasion at least three K-8VVs forward deployed to Luisa Cáceres de Arismendi Airbase on 21 March 2015. Part of Del Caribe Santiago Mariño International Airport the base is located on the popular tourism magnet of Isla de Margarita, part of the Nueva Esparta state. Located 195 miles (315 km) east of the Venezuelan capital of Caracas, the airbase is a 170 miles (270 km) away from to Grenada – the biggest next main Caribbean island – and roughly the same flying distance to Port of Spain, the capital of Trinidad and Tobago.
Although no data was released on the number of flights, the military militia of three islands that make up the Venezuelan state of Nueva Esparta got a great change of refuelling and servicing the planes, and performing the airbase services needed to make an operational deployment of the light attack planes possible.

Two squadrons
The Venezuelan Air Force ordered 26 Hongdu K-8VV Karakorum, with reportedly at least 18 operational divided over the two squadrons of Grupo Aéreo de Caza 12 (12th Air Combat Group) at LT Vicente Landaeta Gil Airbase in Barquisimeto. The official main task is close-air support and counter-insurgency, but by forwarding them for the exercise to Isla de Margarita the Venezuelan leadership also promotes the jets as defensive asset to protect its interests.
Compared to the original JL-8, the Venezuelan versions of the Chinese made aircraft have improved improved cockpit avionics, a HUD and no US controlled parts. The first Hongdu KV-8VV arrived in March 2010. Since then not everything went as smoothly as wished for, with at least three aircraft lost so far.

The JL-8 was a joint effort by China and Pakistan. Starting in 1986 the aircraft had a lot of American made parts, including the Garrett TFE-731 engine and cockpit systems. After four prototypes the initial low-rate production resulted in 24 aircraft in 1992, with six for the Pakistan Air Force and 18 for the People’s Liberation Army Air Force (PLAAF). During the last two decades more than 500 have been produced. Pakistan operates at least 60 of them, while China has orders for 400 aircraft.
