Why are tracked SAM systems not as popular as wheeled SAM systems in China? For example, The HQ-17A is a newer wheeled version of the tracked HQ-17, based on the Tor. The HQ-16 is a wheeled SAM derived from the Buk.

On the other hand, Russia seems to field greater quantities of tracked SAMs like the Tor, Kub, Buk, and S-300VM

Probably because much of Russia(east of its European Side) is vast, sparsely inhabited Tundra with questionable road infrastructure, comparatively, more of China’s flatland is comparatively populated with better road infrastructure.
Russia also have plenty of wheeled Sam so I’m not sure how valid the question is in the first place.

I don't think so. This should be HQ-17A, with the more modern radars.

How many missiles does each tracked or wheeled vehicle carry? Some websites claim tracked carries 8 while wheeled carries 16 which seems unlikely to me, since the "launching unit" seems identical for both

Could be that the tracked vehicle can fit four cartridges, each cartridge is like a VLS with four missiles, while the tracked vehicle only has two. This is what the Russians use.

It is interesting that the PLAN chose not to adopt the HQ-17 for naval use. The Russians use a naval version of the Tor, known as the Kinzhal, on ships like the Admiral Kuznetsov, the Kirov class battlecruisers and Slava class cruisers, along with the Udaloy class destroyers and maybe some ASW frigates like Krivak. In fact, its is the main short range close defense missile for the Russian Navy.

Is the type 59 tank still in service with the PLA. I notice that Wikipedia equipment list no longer mentions it even though I remember seeing it maybe 1-2 years ago. I thought PLA had many thousands of Type-59s.

Yes, especially along the North-Western border, however, do note that Type 88 are prone to be mistakened for Type 59s.

What kind of marksman rifles/sniper rifles are used at the platoon and company levels? I know the QBU-88, QBU-10 and the CS/LR4 exist but I'm wondering how they are used and distributed. It seems that the PLA has really taken a liking to the 50 cal rifles and seems to be deploying the QBU-10 more than other nations would.

How capable is PAP (People's armed police) for war? They are supposed to help PLA in wartime. Are they as capable as US national guard which can be considered a type of reserve force.

Can PAP operate heavy weapons like Tanks, artillery? Do they have an air component that can fly jets?

I notice that China has a very low number of reserves (500k) which is very low compared to US, Russia. US can augment their reserves with National guard which also has air national guard component which can also augment their air force.

In total war type scenario, China's low reserve and augmentation forces could be a problem since they will lack well-trained reserves that can operate sophisticated weapons like tanks, jets and ships.
