Iran doesn’t have any Chinese SAM. The laser is a police weapon that can destroy quadcopters and small fixed winged drones. You can’t shoot down missiles with them.

The State Department share a lot of office space with the CIA and DoD, so they tend to have a decent idea of what's ahead.
