I still think these are 12 tubes sat on top of the hull waiting to be dropped into the visible slots. It appears they are creating a shadow which if they were inside the boat, there wouldn't be.We've seen 21 before -- 12 filled, 9 visible...
But given past models and past art and application of common sense (they seem to come in 2x3 VLS cell hull modules), it is likely that it's actually 12 filled, 9 visible, and 3 partly obscured by the angle of the photo.

I think there is some obvious point you can infer from just what we can see on the outside and the speculated 200MWt reactor.
