Has to be overall length as well otherwise the numbers don't work out. Don't think navies usually report actual draft either. That allows guesstimating hydrodynamic details that no one but specialists care about. If it is a real image, it's probably just navigational draft like the US gives.
Reporting the draft wouldn’t be unusual.

The US Naval Vessel Register records key dimensional parameters of US surface combatants, including draft limit. Publicizing the draft is I think required for a vessel to safely visit foreign ports.

Yes, that's the navigational draft. I'm talking about hull draft which is a hydrostatic property not needed for navigation. If for example, you have a retractable foil, protruding rudder, a bulb, etc. the hull draft will be different from the navigational draft. Presumably these ships have a sonar bulb that extends past the hull draft.

Draft limit is the maximum allowable draft measured as the average distance from the waterline to the keel at the bow and the stern. The navigational draft included protrusions like sonar domes and is the more important one to know when navigating in ports.

The US Naval Vessel Register reports both values. Take a look at the data for USS Mason:

After a year of training, DDG 108 (the last of the initial batch of 055s) has obtained combat readiness.

when she detached from Shandong CSG and roamed forward. As with most sensible people he debunked the rumours. One of the point in his video is when a 055 moves into the vanguard position like that she becomes more vulnerable to submarines, if you screw up your ASW you'll repeat the mistake of ARA General Belgrano. If Nanchang caught a AIP SSK by herself that alleviates some of that fear.

Not really, without knowing context we can't say.

There's detection, and then there's detection. There's not enough information here to extrapolate anything useful.

Well it wasn't during the war, so nobody would try to launch any torpedo or missile toward Nanchang
