It says 目前中国有34个省级行政区，包括23个省、5个自治区、4个直辖市、2个特别行政区, which reads to me like HK and Macau SARs are Provincial level administrative regions and as such, according to 海军舰艇命名条例 that Class 1 capital ships such as carriers are named after provincial level admin regions, there is a likelihood that we could see a 004 Hong Kong ship eventually. Correct me if I'm wrong in this interpretation.

You are right on the administrative level, but there are other factors to be considered in selection of names for PLAN capital ships. Examples - historical significance, political influence, cultural and economic contributions, past PLA/Red Army related events etc.

The political message alone in national unity, maritime identity, historical relevance, WWII/Civil War contributions, HK's integration should put it far higher on the list than say, Inner Mongolia

May be or may be not if you look deeper into contribution of inner Mongolia for the past 2000 years to current days.

Liaoning was chosen probably because it is the birth place of 001.

Shandong might be chosen according to many factors, among them is the province was a very important base for the Red Army during war with Imperial Japan.

Fujian also has a very significant Red Army struggle against the KMT and warlords before and during the WW2. It is also significant in today's Cross Straits Relationship and future AR of Taiwan.

Inner Mongolia vs Hongkong is debatable, but this is outside of this specific 004 thread, any lengthy discussion would derail the main topics.
