Japanese F15 are different from US F15. The USANG has the oldest of the type which is why they are more likely to need the fuselage rebuild.
The JASDF has two batches older models and newer models. The older are nearing end of life cycle. That is the aim of the F35A buy 100 units to replace the oldest of their fleet. This is for the 100 newer type 100 upgrades.

Well there still some RF-4JK flying around in which some of the F-15J will be converted to.
As for F-15Js, there were only 213 manufactured in which around 92 had already gone through the modernization program as of 2017.
Basically the 100 F-35 doesn't add up unless they are going to add more pilots.

The government has begun to consider introducing unmanned underwater vehicles capable of detecting submarines and other vessels with a view to beefing up warning and surveillance capabilities against subs dispatched by the Chinese military or by other countries to the East China Sea, where the Senkaku Islands of Okinawa Prefecture are located.

The Defense Ministry intends to start developing prototype models in fiscal 2019 and aims to start operations using the unmanned vehicles in fiscal 2025.

The government plans to advance projects to further the use of unmanned underwater vehicles and also aircraft. When the National Defense Program Guidelines are revised at the end of the year, they will likely emphasize greater use of such vehicles.

The unmanned underwater vehicle the government envisages using in warning and surveillance activities is 10 to 15 meters in length and can be programmed to self-navigate in a certain area for several days or up to about a week. It will be given the ability to detect submarines and surface ships with its sonar, and also use its artificial intelligence to self-navigate and pursue these vessels.

As water temperature, salinity concentration, seabed topography and other factors have effects on warning and surveillance activities, and detecting submarines, the unmanned vehicles will be enabled to carry out oceanographic observations and gather necessary data.

The Defense Ministry has made an appropriation request of ¥4.2 billion in the fiscal 2019 budget for test production and aims to complete a model by fiscal 2024. The ministry intends to install highly efficient fuel cells to increase the duration of underwater operations. The unmanned vehicles will not be given attack capabilities.

According to the ministry, unmanned underwater vehicles for surveillance of submarines are also being developed by a U.S. company, and a prototype already exists. The U.S. Navy is said to be considering the introduction of this model.

With regard to development in Japan, its first domestically built model for underwater mine detection, a vehicle about 5 meters in length, is set to be introduced and scheduled to start operations in 2022.

The government intends to refer to further use of unmanned vehicles, which require no crew aboard, in the new National Defense Program Guidelines, as a way of establishing a policy of further adopting such vehicles.

In recent years, Chinese submarines have been very active in the East China Sea. As destroyers, submarines and anti-submarine patrol aircraft of the Maritime Self-Defense Force have been conducting warning and surveillance activities around the clock, it is said that there is a chronic shortage of crew members and ships.

“If we can use unmanned underwater vehicles at all times, our warning and surveillance capabilities will markedly increase,” a senior official of the ministry said.

On the other hand, the ruling Liberal Democratic Party and Komeito held a meeting of their working group on Friday, ahead of making decisions regarding the new National Defense Program Guidelines. Discussions were held on improvement of the Self-Defense Forces’ defense capabilities in “new areas,” such as in space and cyberspace or when confronted with the use of electromagnetic waves.

At the meeting, the government side explained to the ruling parties that it intends to include enabling the SDF to possess “cyber-counterattack capabilities,” enhancing their capability to interfere with an adversary’s electromagnetic waves, among other measures, in the new guidelines.

one of the things I've learned from Jeff is to wait for an official announcement AND don't take seriously journalists' spin (based on their 'unnamed sources', 'understanding' etc.);

in other words, what matters is what an Admiral; General; Minister; President etc. exactly said (this still might not become true anyway!), and it doesn't matter what journalists made it sound;

in the present case, Japanese officials were vague Friday at 4:48 PM

Well...I have talked about it for a few years now and we re now seeing more and more reports of it.

If they buy F-35Bs, they are going to go to Sea on the Izumo and/or an even newer carrier.

I would welcome seeing it.

The Japanese cabinet has approved a plan to add an additional 105 Lockheed Martin F-35s to its planned fleet of 42 examples, potentially making it the world’s second largest F-35 operator.

In a press briefing, the chief cabinet secretary Yoshihide Suga confirmed that the country’s Medium Term Defence Program has been approved by the cabinet.

Of Tokyo’s eventual F-35 fleet of 147 examples, it is likely that 107 will be conventional take-off and landing F-35As, while 40 will be short take-off and vertical landing (STOVL) F-35Bs. Flight Fleets Analyzer shows that a fleet of this size would make Tokyo the second largest operator of the F-35 type after the United States, and putting it ahead of the United Kingdom.

The news follows extensive media reports in November stating that Tokyo would beef up its F-35 acquisition, and add F-35Bs to the mix.

There is no timeline to build the fleet to this level, but production would almost certainly take place at Mitsubishi Heavy Industries’ F-35 final assembly and check-out facility at Nagoya.

Flight Fleets Analyzer shows that the Japan Air Self Defence Force has taken delivery of nine F-35As from the original 2011 order for 42.

The first Nagoya-produced F-35A rolled out in June 2017. From 2019, it is expected to produce six examples annually. IHI, which makes the Pratt & Whitney F135 locally, will produce six engines a year to support the MHI line.

The original batch of F-35As is replacing Tokyo’s fleet of F-4 Phantoms, which are being phased out.

Recent media reports suggest that the additional F-35s will replace about 100 Boeing F-15s that are unviable for upgrading. Flight Fleets Analyzer shows that the Japan Air Self Defence Force has 155 F-15Js and 45 F-15DJs, the average age of which is 30 years.

The F-35Bs will operate from the Japan Maritime Self Defence Force’s pair of Izumo helicopter carriers, which will be modified to operate jet aircraft. One media report says it is possible that ramps may be included to assist the launching of aircraft.

Suga pegged the cost of overall acquisitions over the next five years to Y27 trillion ($239 billion), up 11% from its previous five-year plan announced in 2013. Other elements of the new five-year plan include four KC-46A tankers, and nine Northrop Grumman E-2D Hawkeyes.

Japan’s decision to obtain additional F-35s comes amid increasing tensions in north Asia, particularly with China. Beijing has steadily built up advanced capabilities in both the aerospace and maritime domains.

“The security environment is getting severe,” says Suga. “This plan needs to be implemented quickly.”
