The author found after boarding the 956EM 138 Taizhou during this Navy Day that the construction quality of 138 is far inferior to 136 & 137. Despite being carefully maintained, the surface of 138 built by Russian Federation has many veining and potholes, while the original brass valves and nozzles remained the same as new. In addition, the weld seam of 138 is wider than the Slava Class Cruiser Varyag, which was built in 1979. One guy on Weibo mentioned that the superstructure of the warship is very uneven, like built with hammer.

The author asked some friends who are more familiar with China's 956EM and received the following response:
“本来就是啊,136,137工艺就是比138,139好,那可是苏联船!”
"The quality of 136 and 137 was originally better than 138 and 138, they're Soviet warships."
“E原来是自用舰啊,苏修也不会坑自己人。”
"956E was for Soviet its own use, the Soviets would not deceive themselves."

Perhaps because of the poor condition of 138 and 139, PLAN chose not to upgrade them.

I do not know about build quality, but Severnaya Verf does build ships as slow as molasses, private companies often avoid using their services. The Russian government complains all the time about their performance in contracts. But they are still the only shipyard making the Admiral Gorskhkov frigates. Which are the largest modern surface combat ships the Russians make.

I also do not know the particular situation with these ships regarding steel, but I do know that naval steel plates in the USSR were typically made in Ukraine since that was where the largest shipyards were, and after the collapse of the USSR they had to source them elsewhere.

Wow. The 956EM twins built in the 2000s are supposed to be better than the 956E twins built in the 1980s and early 1990s, especially given that 956EMs are upgraded versions of 956E.

Sounds like the difference in built quality of Soviet/Russian warships before and after 1991 (1990s and 2000s in particular) has been staggering.

Judging by the PLAN's decision to upgrade the older 956E twins instead of the newer 956EM twins, perhaps China should consider sending those 956EM twins into the mothball/reserve fleet... or just outright decommission them and:
1. Sell them for scrap;
2. Sell them to friendly nations with a tight budget; or
3. Sell them back to Russia at a discounted rate.

China's present day shipbuilding capability guarantees that those 956EM twins can be quickly replaced by newer 052DLs very soon, should the PLAN intends to. (Of course, this goes the same for pretty much every DDGs and FFGs that are older than 052Cs and 054As, respectively.)

Is this still the case for Severnaya Verf today?

Looks like the Russian naval shipbuilding industry has never truly recovered from the shock experienced from the sudden dissolution of the USSR.

Most of them have recovered alright. There are some chokepoints with ability to produce in required numbers certain types of powerplants and electronic equipment.
