EUV OPTICS
Extreme Ultra-violet Lithography (EUVL) is a projection lithography technology that uses extreme ultraviolet light with a wavelength of 13.5nm as a light source. In the light source system, the target material is usually bombarded with laser light emitted by a high-energy laser, and the target material will be ionized to generate high-intensity plasma, and at the same time emit extreme ultraviolet light. In this working band, the transmittance of the transmissive material is low, so the EUVL optical system including the illumination system and the projection system needs to adopt a reflective structure. The schematic diagram of its optical system is shown in the following figure:

This is basically imprisoning people choosing to go into high tech industries!
As much as I like Taipei as a place to live, taiwanese government might be overestimating the attractiveness of living in Taiwan. China should be offering fast track citizenship, great housing and higher salaries to any talented taiwanese engineers willing to come over. Long run, my friend who works in semiconductor industry in Taiwan thinks that people will just go to competitors abroad. Fundamentally, taiwanese firms are not paying enough.

Right now, 10 million twd is equivalent to 300k usd. Does anyone think that's enough money to keep a talented engineers from going abroad? That's nothing.

If you get paid 150k in Taiwan and 3 times that in china. You can pay off the fine in one year.

Time to sanction UNISOC?
Lets see what happens, this dudes are off the rails. Calling for China to stop subsidizing their semiconductor industry but at the same using the power of the American goverment to try to kill every single mildly successful Chinese technology company even the ones who have never received a dime from the Chinese state like DJI. Is like the double standard with Russia and the weapons sales to Taiwan.

Looks like MLoptic is more like a optics part provider (lenses, mirrors, manufacturing services, software and precision measurement) for lithography systems while Changchun Guoke Precision Optical Technology Co now E-Town owned Guowang Optical is the one building sub-systems for different lithography machines.

The problem with such a policy is that it has a profoundly negative effect beyond just people questioning their employment.

This might chase away professors, potential students to the US and PRC. This will exacerbate the brain drain that this law is ostensibly meant to stop.

We know PRC companies have already opened their wallets (look at the former TSMC team at SMIC), and I believe that technically ROC nationality is automatically PRC nationality under mainland law, so there is no “fast track”. The US also has a lot of money to throw around if they choose to.

Could be, but even in the global SOC Smartphone market in think their market share increased from 1% to almost 11% in less than a few years. Is an outstanding growth.
Spreadtrum used to be pretty big with regards to sales of SoCs for so called dumb phones like a decade ago. Then they were bought by Tsinghua Unigroup and fused into UNISOC and lost relevance. Their chip designs did not progress much since the acquisition. Dumb phone sales plummeted and they never put the money into R&D of either proper 5G modems or modern SoCs. Recently after the sanctions on Huawei there were rumors that a lot of the engineers at HiSilicon bailed out and joined UNISOC. I think we should be witnessing the results of their new chip designs right now. It takes at least two years to make a chip and put it into production. And if it is a whole new design might take twice that.

I think the Chinese semi industry would grow a lot faster if Tsinghua Unigroup just spun out YMTC and Spreadtrum. The central owners are being a millstone to these subsidiaries with their financial issues. If YMTC and Spreadtrum made their own IPOs in China I think they would attract huge amounts of capital and finance their expansion.
