That would make sense. US Navy carrier airwings have a similar split with the F/A-18 and its Growler EW variant.
It's also easier to put together an integrated flight package if they are located together

How many J-16 does PLAAF have?
From scramble, not including Weifang, I count 7 air brigades (3rd, 7th, 26th, 40th, 78th, 98th, 99th), plus 3 training brigades (172nd, 175th, and 176th). 99th is a bit uncertain since there is no observed serial on huitong's blog. If each brigade has 40 J-16, and the training brigades combined have at least 20, that gives a minimum of 260-300 planes. That is substantially more than 9 batches of 24 each (~220).
Either not all brigades have their full complements, or there are more planes made in each batch, or the standard brigade has less than 40 j-16.
