The problem is it perpetuates to the British that they're important. They could've just said nothing. It's best for the world to for them to have low-esteem so they don't act arrogantly to the world.
Reality will set them straight. The world outside the Anglo sphere of influence are starting to understand the real British behavior on the world stage. Remember they need a large numbers of non Anglos to make them feal important. And today that number is dwindling every time.

How come Tung Che Hua could be considered a failure?
Tung Chee Hwa wanted to resolve the housing problems in HK and already had a plan in place to do it. However, Asian financial crisis and SARS had basically destroyed the housing market. He was forced to soften and abandon his housing policies.

Donald Tsang who succeeded Tung ended all public housing projects and colluded with property tycoons which gave rise to one of the most expensive housing market in the world. If Tung Chee Hwa were a strong leader, he would not step down and housing prices would not go to the roof.

In addition, Tung Chee Hwa is a good person but maybe too good a person that he isn't a good politician. Tung has allowed his subordinates to have free hands in many policies.

A few of those policies that enacted by then would become a major problem later on. First, Tung allowed schools to end require study of China, modern China, and modern China history and replace it with liberal studies which is a disaster. Instead of helping young students to understand China, liberal studies classes have become a major platform to teach anti-China and anti-Chinese idea.

Tung Chee Hwa allowed a new law to protect environment which limit reclamation of shoreline for housing, protection of park, forest, from further development, much longer public consultation period for any infrastructure projects. At first these policies make sense. However, these environmental policies were weaponized by the property tycoons and environmental groups that prevent the HK government to find lands for public housing or development.

Tung Chee Hwa made many concessions to public servants, professionals that later these groups become very powerful and influential. For example, Hong Kong doesn't allow any doctors and nurses from other countries to practice in HK even though there are major shortages of such people due to the Medical association has the power to regulate such matter. These kinds of special interest groups are so common in HK that average Hong Kongers were forced to endure low quality of services and expensive fees which bred resentment.

The Hong Kong legal system was way too slow and nice in convictions of rioters/protester/secessionist in earlier pre-2019 protest.

Wonder how many HKers would do it diffrently if they were not so embolden. Its taken almost 3 years for these people to receive a sentence and I am sure there is still a significant backlog.

Tracing the struggles of two Hong Kong cases on the BNO's move to the UK. One of the teachers from Hong Kong is one of the early Hong Kong people who immigrated to the UK through BNO "5+1". After immigrating to the UK, she worked in a cake factory. There are many highly educated Hong Kong people in the cake factory. There are a district councilor who resigned, a dentist, a valedictorian, many have master's degrees.

英國去年1月起,允許合資格香港居民申請BNO「5+1」簽證移民英國,吹起港人移英風,新加坡媒體《亞洲新聞台》(CNA)最近播出全長90多分鐘的記錄片《單程》(One Way),追蹤兩個香港個案在BNO移英道路的掙扎。其中一位香港老師,屬較早一批透過BNO「5+1」移英的港人,她移民英國後在餅廠做工人,餅廠有不少高學歷香港人,有香港狀元、牙醫、辭職的區議員,大部分都有碩士學位。

Is he any good?
It is a safe bet. As the secretary of security during the riot, John Lee has demonstrated his loyalty to the central government. However, Donanld Tsang, Carrie Lam or John Lee were all from the colonial era and trained by the British so they have had strong tie with the UK government. Although HKPF was probably the only branch within the HK government that pledged their loyalty to the central government very early on.

I would say the next candidate for HK Chief after John Lee would also come from the HKPF. It is a way that the central government rewarded the HKPF for being loyal during the riot. It is also a message to HK power brokers that HK security, loyalty, and the will to enact reforms would be the most important things in the next few years.
