It isn’t a laser weapon. It is the fire control laser used for weapon onboard the destroyer.
On display at World Defence Show in Saudi Arabia. Four AESA radars for 360 degree coverage.

Great! Here's that turret from the other side. It looks like electro-optical sensors are located in the same turret ball as the laser itself. I also spot four phased arrays in each corner of the platform. Also note the the remote control weapon station, or I think it's remote controlled because there doesn't appear to be enough space for a human operator.

Remote weapons station is probably for self defense in encounters with enemy infantry.
This weapon is more sophisticated than older generation lasers like the Silent Hunter since:
1) The optics are integrated in the same turret as the laser
2) There are 4 AESA radars instead of a single rotating AESA radar, which can provide live, 360 degree coverage for the weapon.
3) The power generation system of the Mengshi chassis has been modified for high power use. This allows for a comparatively lighter and more compact vehicle that could operate in a wider variety of terrain than Silent Hunter.

Yes, the RWS is definitely for self-defense.
They've really shrunken down the entire package. I'm pleasantly surprised.
Keep in mind that this is only one of several Mengshi laser mods. The one PLA is interested in might be a completely different configuration.
