I think that's what the author implies.
Actually, I have a very simple thought about that "mistakes" alluded to in the article, but to get to that, we must look at the more complicated history.
What did comrade Deng say before he invaded Vietnam? Deng Xiaoping said Vietnam must be taught a lesson, even if it cost Yunnam province 25 years of development. Of course it did not work out that way, they had their brief war, then eventually everyone forgot about it and moved on.
These were complex geopolitical calculations Deng made when he order the invasion of Vietnam. China did not always have a set plan.
(Note that, that at that time, the USSR had a military pact with Vietnam, that the Soviets would attack whoever attacked Vietnam. What the Chinese did was remove their frontline military units along the Soviet border, and retreated to the cities. If the Soviets were coming over the border because China invaded Vietnam, then it will be street to street fighting. That was the story.)
But after that invasion, and since nothing else happened, years later the central leadership concluded there would be a long period of peace, and China did more reforms and engaged more with the world.
That was the strategic outlook, and it tends to evolve.

That was the history, now we get to this "mistake" part.
My idea, or opinion, is very simple.
Those Indians always claim that the Chinese are making a "mistake."
They do so for 2 reasons I believe. One is to belittle China.
The second reason is the more obvious, and it is just like the American football game. Sometimes one team to so much better than the other team, that the lesser team can no way win the game, unless the better team fumbles the ball or throws interceptions. In short, the weaker team can only win if the stronger makes "mistakes."
The Indians, no matter how high up or low down in their society, always believes China will make "mistakes" so they can catch up or look not as bad.
You gotta have hope right?
So that is what they always say, which becomes typical to their mentality, because they have nothing else to say.
I don't really mind the Indians that much, but too much bs and not enough hard work. Instead of waiting for "mistakes" from the other team, they should make their plays better, and try to win.
