If Nelson said no, his tenure would not last long. In current US politics, it is impossible to show one is already sufficiently anti-China. So what a person’s actual view about interaction with China is can only be read between the lines of anti-China sloganeering.

Nelson also said he wanted to cooperate with Russia in space, at the same time the US has put sanctions on Russia which mean they can't buy space grade semiconductors from the West. This has impacted their satellite program for example and GLONASS in particular. Roscosmos has had to develop rad hard electronics to replace those. If Nelson expects Russia not to cooperate with China in space he has another thing coming. Russia already transferred most of its space launch and manned space know-how to China by now. Only thing left is probably space nuclear power related research. Even then Russia already collaborates withChina by selling them isotopes to make RTGs for example.

He was one of those guys in the Senate Space Committee, the guys who made laws and decided funding for space projects.
He is too much of a politician not to know what is happening. But the US seems to operate on a multiple-personality disorder in terms of dialogue ever since Biden got in power. You could say what you want about Trump, but at least he shot straight.
