Seems like there already is a level of decoupling in effect in the present day, at least in sourcing for parts in cell phone production.

To turn that into two separate supply chains for cell phones, may not be that hard for anyone, as they already that far along.

That is the dilemma for Japanese and Germany companies etc, the non-American and non-Chinese companies.

If they chose one side, they lose the other market.

But if they are forced to chose for that side, that side may not provide much. Hard to see how Apple, an American company, will ditch sourcing from other American companies, for example. Why do it?

Its actually not much different than ARM selling license to its technology. If a US company license Huawei patents for 5g , it would even help standardize it more. US firms usually can not compete on cost in most deals anyways, so huawei would still win the deals where the countries are not in the 5 eye sphere of influence.

Huaweii has proposed several times that it's ready to sell the rights to all its 5G patents including licenses, code, and technical blueprints in a one-off transaction to US firms
The transaction, if made, can give the buyer perpetual access to Huawei's existing 5G patents, licenses, code, technical blueprints and production know-how.
It is supposedly a one-off deal, not a continuous licensing deal like Arm's. They are prepared to sell everything including lock, stock and barrel. And I read somewhere they are prepared to help to set up a research division for the US company too. If this whole thing ever comes to pass, utter stupidity is the word.

1. This offer was at least a year ago, and probably has expired.

2. 6G is coming, and maybe Huawei knows when it will arrive. They probably the leader in that research too. When 6G does arrive, the 5G portfolio goes down in value.

3. Huawei did not get to where they are by being not able to do business.

Ren Zhengfei is saying, that you Americans are behind. Here, Ren Zhengfei will give you a chance to catch up quickly. If they do not take it, Ren Zhengfei will go ahead crush you as hard as he can with a clear conscience.

That's how it really works.

Also if it licensed to work in the US, that would be a win-win proposition, because Huawei would still have he rest of the world to deal with.

It is current news in Global Times. Victor Peng just recently brought it up.

Two years after, in an article titled Huawei to Joe Biden: Please Talk to us!, Vincent Peng, a senior vice president at Huawei, mentioned the 5G deal again, and also indicated "some progress."

We're open to discussing anything, including opening Huawei's equipment to independent testing, or licensing our fifth-generation, or 5G, technology to a U.S. company or consortium.
The agreement could include part or all of Huawei's 5G patent portfolio, including software source code, hardware designs and technologies related to manufacturing, network planning and testing.
Huawei is desperate lol. Just read the article by the senior VP of Huawei. They are openly saying that they will do anything to help the US
