You forget that there is a common game of "red face and white face" in Chinese idiom or "good cop and bad cop" in the west. There are lots of politicians speaking "wrongly" and later making "apologies". Do you really believe that their "apologies" are sincere? Why did they waited for Indian vaccines instead?I disagree. When both the Chinese defense ministry and foreign ministry warned privately about Bangladesh of joining the Quad. I don't believe it is a coincidence. The Bangladesh PM said that the Chinese ambassador regretted for his remarks but it is all from the Bangladesh side. Chinese media or ambassador have not formally issued any statement. That only means that the Chinese government doesn't want to escalate the situation.
In addition, the ambassador didn't only talk about Quad. He also mentioned about the fact that China has offered to donate 500,000 doses of vaccines since early Feb but Bangladesh only formally requested China to send them until April 30. The ambassador also said that Bangladesh can't expect China to make 40-50 million doses of vaccines commercially available to Bangladesh all of sudden and Bangladesh needs to wait in line and not only making the demand on the last minute until India refused to send Bangladesh vaccines.
My conclusion is that the Chinese ambassador didn't just slip his tone.
