No I think home quarantine is better. Quarantine in a hotel or an unfamiliar environment is more problematic over long durations.
I don't know where you grow up, but let me put you in the perspective of a Chinese expat from abroad.

You have aging parents or a child at home. Everyone knows that you have a high chance of contracting the virus on the journey home. You have two options, stay the extra 7 days for the love of your parents and child, or worrying the psychological impact on yourself of the 21 days. Are you willing to risk your parents' health or even their lives? I think the choice is obvious for every sensible person, at least every Chinese. Maybe a person grown up in a western world thinks otherwise, but not Chinese.

In a hotel, you have all access to internet and TV etc. You can video chat with anyone any time. You are not allowed to step out of your quarter in both scenario. The only difference is that you are not sleeping on your own bed and not talking to someone in person.

I am making this game of thought from my own perspective and I make the choice as I proposed. If I am too weak to stay in a hotel room for 21 days for the sake of my family members, that means I don't love them and therefor I don't deserve a home.

If you are a single person having no home in China, then you should not go to China in the first place if 21 days is too tough for you. That is your choice as 21 days does not worth whatever your purpose of travel. Remember everyone has the choice of not taking the 21 days hotel quarantine by not entering China.

Individuals have obligations and responsibilities to the society if they claim their rights. This is probably the biggest difference between Chinese and western minds, and the very reason that China beats the virus and the west is in a pandemic hell.

Just tell you one example of Chinese. On the next morning of Xi's order of national lock-down, I saw almost nobody walking outside of my neighborhood in Beijing, there was no police officer to enforce the order either. People began to remove mask when outside only after Zhong Nanshan (Chinese CDC chief like person) said that it was ok if one can maintain a safe distance.

I think this is the perfect time for China to halt export of all medical precursors. What's the US gonna do? Shifting production to India at this state? How long will it take them to set up new plants? Restrict export of machinery too. For national security purposes and what not.

Look at the glee with which India's COVID surge is reported in U.S. media.
The USA really have no humanity do they. I wonder, what will they feel in a situation where they will beg for supplies for nothing to come through. I fear that the USA is literally digging there own grave by ensuring that the world knows loud and clear that they will
Not give any other nation help in there time of need so in the future that this same courtesy is returned in full
