Side protection in modern day is only concerning the threat from an ATGM, any modern APFSDS will just pierce through any modern tank's side armor no matter how good your ERA or how thick it is. There's already decade old solution for this, which is the hardkill active protection system. Kinda weird that noone is suggesting this earlier, especially since PLA already has this kind of system, yet for some reason is unwilling to use it, merely for foreign export instead.
Are there any good reasons for not using it themselves other than maybe the hard kill system isn't working as well as they would like it to?

I think most threats to ZTZ-99's would be airborne munitions where the laser countermeasure would be able to engage.

The laser countermeasure on Type-99 isn't designed to deal with aerial munition. It can't track fast moving objects and the wattage is not high enough to do damage.

Don't know if it is able to damage the IR seeker on missiles though.
It is indeed designed to counter helicopters in the very first place.

Dazzling helicopters' sensors and burning through attacking munitions' sensors are two entirely different concepts...
The second one in a given size is arguably still outside of todays' edge tech, and t.99 has been deployed for quite a few years by now.

Right. You need something the size of LW-30 (30kw range) to burn munition sensors.

Do we have a collection of photos/video clips that show the 99 or 99A's interior? Many online that allegedly show 99's interior are actually showing Type 96's. There seems to be many common instruments and even layout between 96A and earlier 99.

A few nice high-resolution images, some of the best so far.
